About The Position

The License and Permit Manager is responsible for the procurement, maintenance, and compliance of all licenses, permits, and registrations for commercial tractors and trailers. This role ensures full regulatory compliance across federal, state, and local jurisdictions, including fuel tax, environmental regulations, and tolling programs. The position also oversees asset tracking and data integrity within company systems.

Requirements

  • 3–5+ years of experience in fleet compliance, licensing, or transportation administration
  • Strong knowledge of DOT, IFTA, IRP, and CARB regulations
  • Experience managing vehicle permits, registrations, and compliance programs
  • Proficiency with fleet management systems (Cetaris, AS400, or similar)
  • High attention to detail and strong organizational skills
  • Ability to manage multiple deadlines in a fast-paced environment
  • Strong communication and vendor management skills

Nice To Haves

  • Bachelor’s degree in Business Administration, Transportation, Logistics, or related field
  • Experience with commercial fleet operations

Responsibilities

  • Procure and manage all permits required for commercial tractors and trailers across operating jurisdictions
  • Monitor expiration dates and ensure timely renewals to prevent operational disruptions
  • Maintain accurate records of permits and ensure documentation is audit-ready
  • Coordinate ordering, renewal, and replacement of licensing and registration for all fleet vehicles
  • Ensure compliance with state and federal vehicle registration requirements
  • Serve as the liaison with regulatory agencies and third-party providers
  • Ensure all fleet vehicles meet International Fuel Tax Agreement (IFTA) requirements
  • Coordinate reporting and filings to maintain compliance with fuel tax regulations
  • Monitor changes in fuel tax laws and ensure adherence
  • Ensure all tractors and trailers meet California Air Resources Board (CARB) regulations
  • Maintain documentation and track compliance deadlines for emissions standards
  • Partner with operations and maintenance teams to address compliance gaps
  • Manage PrePass transponders for weigh station bypass and tolling programs
  • Track issuance, replacement, and assignment of devices to vehicles
  • Monitor usage and resolve discrepancies or billing issues
  • Enter, update, and maintain fleet asset data in Cetaris and AS400 systems
  • Ensure accuracy of all vehicle records, including licensing, compliance, and equipment details
  • Support reporting and audits with accurate system data
  • Other duties as assigned by management.
