Loudoun County, Virginia is located approximately 35 miles outside Washington D.C. Loudoun plays a key role in both the Northern Virginia region and the state, participating in undertakings including those related to transportation/transit and road infrastructure, parks, mental health, public safety, and economic development. Recognized as one of the fastest growing counties in the United States, Loudoun boasts a robust and diverse local economy that continues to expand. The Office of the County Administrator is seeking a motivated, team-oriented problem solver to play a key role in the management of the County’s federal and state legislative efforts. This position will identify components of the County’s long range federal and state legislative strategy by working with the Board of Supervisors, the County Administrator and County departments.

Requirements

  • Master's degree in Public Administration, Public Policy, or a related field
  • Five (5) years of related work experience in legislative affairs, local government administration, project management, or related programs/operations; or equivalent combination of education and experience
  • Knowledge of the federal legislative and appropriations process
  • Knowledge of the Virginia legislative and appropriations process
  • Executive-level project management skills
  • Executive-level presentation skills
  • Executive-level analytical skills
  • Executive-level organizational skills
  • Ability to manage multiple complex projects and activities
  • Ability to communicate ideas effectively verbally and in writing
  • Ability to establish effective relationships with elected officials, County departments, and other legislative partners
  • Ability to collaborate effectively with a large variety of staff and other legislative partners
  • Ability to create and evaluate strategic plans for the County’s legislative program

Responsibilities

  • Developing a proactive and deliberative process to identify legislative initiatives
  • Monitoring and assessing the impact of pending legislation
  • Participating in meetings with federal and state elected officials
  • Serving as the County’s point of contact on legislative matters and with associations such as the National Association of Counties (NACo), the Virginia Association of Counties (VACo), and the Virginia Municipal League (VML)
  • Liaising with the Board of Supervisors, County Administration, County Department Leadership and other stakeholders on the status and impact of legislative issues
  • Managing consultant contracts
  • Serving as the primary point of contact for all federal and state lobbying efforts on behalf of the County
