About The Position

The Legislative Research Commission (LRC) is seeking applications for a Committee Analyst position with the Education Committee. This role is nonpartisan and requires the ability to work neutrally in a politically charged environment. The LRC provides staff support to the Kentucky General Assembly and offers fulfilling, challenging, and rewarding careers. Staff members provide diverse services united by the common purpose of supporting the branch of government closest to the people. The selected individual must possess a positive attitude, strong work ethic, attention to detail, and a public service orientation, with the ability to maintain good rapport with legislative members, LRC staff, state employees, and the general public. The role requires the ability to work under stress, including significant overtime during legislative sessions and occasionally during the interim period. This is a permanent, full-time position.

Requirements

  • Able to handle issues of limited scope and complexity requiring consistent exercise of independent judgment.
  • Analytical and research skills.
  • Willingness to assist other committees and research issues not related to committee’s jurisdiction.
  • Ability to understand the legislative process, the bill drafting application, and/or statutory committee processes as applicable.
  • Ability to meet short deadlines.
  • Ability to work in a team environment and willingness to work with other agencies, legislators, and the public.
  • Basic computer skills with knowledge of Windows Office products, or demonstrated ability to learn Windows Office products.
  • Ability to work in a nonpartisan manner and to avoid any partisan activities or what may be perceived as partisan activities.
  • A Juris Doctor, Master's, or PhD in public policy or a field related to education.
  • Policy or education related experience may be substituted for education requirements if deemed appropriate.

Nice To Haves

  • Experience and knowledge relating to legal drafting and/or interpretation is preferred.
  • Limited relevant/policy experience and subject matter knowledge or equivalent academic training may also be preferred.
  • Subject matter knowledge of the following is beneficial: preschool; elementary and secondary education including local schools and districts, student attendance, SEEK funding, assessment, and the Kentucky Department of Education; and postsecondary education including universities, performance funding, the Council on Postsecondary Education, the Kentucky Community and Technical College System, and Kentucky Higher Education Assistance Authority.

Responsibilities

  • Drafts legislation, provides statutory committee reviews, reviews administrative regulations, and communicates information in a detailed and concise manner for legislators, staff, and non-staff as requested.
  • Researches and analyzes issues related to the committee’s jurisdiction, or other issues as assigned.
  • Communicates with Committee Staff Administrator and other committee staff about assignments and needs of the committee.
  • Serves on multidisciplinary task forces and research projects.
  • Helps arrange committee meetings and provides assistance at meetings.
  • Acts as lead staff when requested for interim and session meetings or task forces.
  • Works with other LRC staff on the production related and applicable LRC publications.
  • Learns agency policies and procedures and attends training as needed or directed.
  • Requires limited travel for committee meetings, meetings with legislators, and other occasions as appropriate.
  • Performs other duties as assigned.
