About The Position

QED Systems, LLC, is currently recruiting a Legislative Affairs Specialist to join our team at Fort Meade, MD to support our USCYBERCOM J0/J1 contract. This position involves monitoring defense legislation, preparing for congressional hearings, responding to inquiries, and analyzing legislative documents. The role requires extensive research, writing, and coordination with government officials, as well as providing legislative briefings to senior leadership. A key aspect of the role is proactive problem-solving to ensure projects and deadlines are met.

Requirements

  • Experience with legislative and regulatory documents.
  • Experience reviewing and analyzing congressional hearing transcripts and preparing or submitting QFRs and IFRs.
  • Experience researching and writing background papers, talking points, and verbal and written statements, including providing legislative briefings to leadership.
  • Knowledge of the legislative and regulatory process.
  • Ability to prepare leadership for testifying to and meeting with government members and pertinent staff members.
  • Ability to work independently and be self-motivated.
  • Ability to act in a proactive manner with actions focused on problem-solving and analyzing the implementation of systems and procedures to ensure that projects and documents are kept on track, and internal and external deadlines are met.
  • Possession of excellent organizational skills.
  • Possession of excellent verbal and written communication skills.
  • Bachelor’s degree is required.
  • At least ten (10) years of experience in the legislative affairs field or department-level planning or execution.
  • ACTIVE CLEARANCE LEVEL REQUIRED: TS/SCI with CI Poly; TS/SCI candidates will be considered, however, successful completion of a CI Poly required prior to starting work.

Nice To Haves

  • Experience working on Capitol Hill, preferred.
  • Bachelor's degree, preferably in Political Science or a related field.

Responsibilities

  • Monitor the status of defense legislation, pertinent hearings, markups, and floor actions.
  • Prepare client staff for congressional hearings, and respond to congressional inquiries.
  • Review and analyze congressional hearing transcripts and prepare and submit Questions for the Record (QFR) and Inserts for the Record (IFR).
  • Coordinate with appropriate government officials to obtain review and approval of CYBERCOM initiatives.
  • Research and write background papers, talking points, and written and verbal statements, including providing legislative briefings to senior leadership.
  • Exhibit familiarity with legislative and regulatory documents and a knowledge of the legislative and regulatory process.
  • Proactively provide support focused on problem-solving and aiding in implementing systems and procedures to ensure that projects and documents are kept on track, and internal and external deadlines are met.
