About The Position

Responsible for representing and advocating the interests, policies, and issues of CHA on state legislation, including high priority and difficult and complex state legislation.

Requirements

• Bachelor’s degree or equivalent experience.
• Minimum of 3+ years’ experience in positions requiring technical and policy analysis of health legislation, legislative drafting, negotiation, and testimony before legislative committees in areas involving health facility regulation required.
• Ability to translate association policy into legislative proposals required.
• Must have good relationships in the political arena.
• Must be able to influence and motivate people and encourage teamwork, loyalty, effectiveness, and esprit de corps.
• Must have outstanding oral and written communication skills and be able to work effectively with a variety of groups and interests.
• Must be able to work under minimal supervision.
• Requires regular attendance at evening events and occasional overnight travel up to 20% of work time.
• Ability and willingness to work long and irregular hours.

Nice To Haves

• Lobbying experience with health care issues and/or the California State budget preferred.
• Knowledge of health policy issues affecting hospitals and a working knowledge of the legislative and regulatory processes is helpful.

Responsibilities

• Coordinates, orchestrates, and carries out legislative/political advocacy which ensures favorable conclusions on legislation which CHA sponsors, opposes or supports.
• Serves as the primary contact in areas of assigned responsibility for information and/or referral on all relevant legislation.
• Provides political analysis and intelligence, timely monitoring, and membership reporting, Including integration of legislative intelligence into CHA’s policy decision-making process.
• Testifies on behalf of CHA at legislative hearings on issues of importance to the hospital industry.
• Exercises leadership in assigned responsibilities and promotes and encourages organizational teamwork, loyalty, and effectiveness.
• Represents CHA before the membership and other groups.
• Responsible for writing and reviewing regular communication to CHA members, following written style guidelines, and meeting established deadlines.
• Other duties/projects as assigned.
