About The Position

The Home Construction Regulatory Authority (HCRA) is seeking a permanent, full-time Legal Counsel to provide legal advice and representation, with a primary focus on litigation and regulatory enforcement. This role supports HCRA’s enforcement program by assessing inspections and investigations, and providing opinions on the viability of prosecutions or other regulatory enforcement actions. The Legal Counsel will draft pleadings and motion materials, and represent HCRA at the Licence Appeal Tribunal and other legal proceedings. Responsibilities include independently managing assigned litigation and enforcement matters, working closely with the Assistant General Counsel and other legal team members on complex issues, and briefing senior leadership on matter status and recommendations for hearing strategy and settlement options. The role also involves conducting legal research, advising on legislative and regulatory developments, and providing legal support on operational, governance, licensing, compliance, and policy matters. Additionally, the Legal Counsel will contribute legal advice to project teams and support special initiatives involving legislative, regulatory, or policy change.

Requirements

  • Called to the Bar of Ontario.
  • Member in good standing with the Law Society of Ontario.
  • At least three years of post-call experience.
  • Meaningful experience in civil, criminal, regulatory or professional discipline litigation.
  • Strong litigation experience, whether in civil, criminal, regulatory or professional discipline matters.
  • Experience conducting trials or administrative hearings.
  • Experience drafting related materials.
  • Experience working with internal stakeholders, opposing counsel and external parties.
  • Strong research, analytical and problem-solving skills.
  • Ability to manage multiple matters and competing priorities effectively.
  • Ability to identify emerging legal issues, assess their potential impact, and exercise sound judgement in determining when matters require escalation or additional support.
  • Ability to thrive in an evolving environment and adapt quickly to changing priorities.
  • Strong tact, judgement and diplomacy.
  • Strong written and verbal communication skills, including the ability to deliver clear, practical advice to diverse audiences.

Nice To Haves

  • Experience conducting trials, administrative hearings, motions, mediations or other contested proceedings is strongly preferred.
  • Experience with professional regulatory enforcement matters.

Responsibilities

  • Provide legal advice and representation with a primary focus on litigation and regulatory enforcement.
  • Support HCRA’s enforcement program by assessing inspections and investigations and providing opinions on the viability of prosecutions or other regulatory enforcement actions.
  • Draft pleadings and motion materials.

  • Conduct legal research.
  • Advise on legislative and regulatory developments.
  • Provide legal support on a range of operational, governance, licensing, compliance and policy matters across the organization.
  • Contribute legal advice to project teams.
  • Support special initiatives involving legislative, regulatory or policy change.
