About The Position

SAIC is seeking a Legal Analyst to provide full-time support on-site as part of a contract team with the DoW Office of the General Counsel (OGC). This role involves providing preliminary reviews, research, and technical support on a wide range of legal matters, including military operations, international agreements, civil litigation, congressional inquiries, FOIA requests, and Privacy and Civil Liberties matters. The analyst will also be responsible for processing electronic redactions, preparing Vaughn indices and privilege logs, and drafting legal holds.

Provide preliminary review and preliminarily prepare orders authorizing the deployment of U.S. forces worldwide, orders to execute military operations, and rules of engagement.
Provide preliminary reviews, research, and technical support on all aspects of defense-related international agreements, including but not limited to, defense trade cooperation treaties, intellectual property agreements, international cooperative agreements, acquisition and cross-servicing agreements, and status of forces agreements before final review by a government attorney.
Prepare preliminary reviews of significant military exercises briefs, freedom of navigation operations, security assistance-related support to and with numerous partner countries, and other legal matters associated with the presence, activities, and operations of the U.S. Armed Forces globally.
Provide preliminary review, analysis, and support for civil litigation cases, congressional inquiries and investigations, Privacy and Civil Liberties matters, FOIA requests, tasked initial FOIA cases, and other matters tasked to OGC.
Provide preliminary review and analysis of requests for assistance in identifying evidence and witnesses received by the Department.
Coordinate the collection of information, review the information, and assist in the production or use of appropriate information which is classified or controlled by the Department.
Provide review of OSW/JS and DoW component release recommendations and assist in reconciling differences in release recommendations.
Process electronic redaction of exempt information for case records pursuant to the authorities listed in Part 6, Applicable Publications.
Prepare detailed Vaughn indices, to include entries that: (1) identify each document withheld; (2) state the statutory exemption claimed; and (3) explain how disclosure would damage the interests protected by the claimed exemption.
Prepare internal and external correspondence for case attorneys for approval and release.
Draft and prepare legal holds for distribution, drafting preliminary version of legal holds, identifying appropriate recipients of legal holds, tracking all issued legal holds, sending reminders, and sending closure notices.
Review information that is potentially relevant to ongoing litigation and properly identify responsive information for further processing.
Identify all privileged information contained in records responsive to ongoing litigation, congressional inquiries, investigations, and FOIA requests.
Prepare detailed privilege logs, to include entries that: (1) identify each document deemed to contain privileged material; (2) state the privilege or other exemption claimed; and (3) explain how disclosure would damage interests protected by the claimed privilege or exemption.
Conduct research of initial FOIA cases and determine the appropriate office to task in responding to the requests.
Apply appropriate electronic redactions using the e-Discovery software.
Process electronic redactions of exempt information for case records.
Conduct legal research, as necessary.
