The Legislative Office of Fiscal Transparency (LOFT) is an agency within the legislative branch that conducts multi-faceted evaluations of public expenditures and provides comprehensive, non-partisan, and objective analysis to the Oklahoma State Legislature. LOFT’s work includes assessment of whether State-funded programs are efficient, effective, and transparent. Legal analysts support this work through examination of statutes, administrative rules, and, when needed, constitutional provisions related to the activities being examined by LOFT. This role also requires that the analyst be an independent, unbiased examiner and evaluator of programs, functions, or operations of a government entity. A successful employee in this role possesses the competencies to learn quickly, be open to change, pay attention to detail, ensure accuracy, think critically and problem solve, apply logic, and produce high-quality results. Candidates should also possess the ability to deal tactfully with the agencies under evaluation, coworkers, and others. Analysts must be able to exercise good judgment in assessing situations and making decisions, and to express ideas clearly, concisely, and convincingly. Legal analysts will conduct legal research to include statutes, constitutional law, case law, and administrative rules. Analysts must be able to provide a legal support for the best interpretation of a statute, understand the range of other plausible interpretations, and suggest statutory changes that would better align agency action with legislative intent. This position also supports research and drafting of content unrelated to legal analysis.
