About The Position

Procon seeks an experienced Leasing Specialist to provide leasing, facility, and property management support for a federal facility in Washington, DC. The position will support renovations and space reconfiguration projects as well as operational and maintenance oversight, management of an automated integrated workplace management system, space planning, move services, supply center oversight, design, procurement, space occupancy support and lease administration. The Leasing Specialist will support the client and the Facility Program and Construction Managers in their execution of construction and building management support, project coordination, cost estimating, budgeting, scheduling, and collaboration with architecture, engineering, construction, and government stakeholder teams. The ideal candidate will have experience coordinating all aspects of lease agreements in federal facilities and have extensive experience with GSA leasing policies and procedures. The Leasing Specialist will report directly to our Facility Program Manager and work closely with the client on a day-to-day basis. This position does not offer employment visa sponsorship. Candidates must be authorized to work in the United States without current or future sponsorship.

Requirements

  • Bachelor’s degree from an accredited institution in Business Management, Facilities Management, or a related field.
  • Minimum of 5 years of experience in leasing, facilities management, and property management.
  • International Facility Management Association (IFMA) certification or similar professional certification.
  • Experience supporting leasing and facilities management activities within occupied Federal Government facilities.
  • Experience coordinating with Federal Government agencies, A/E firms, contractors, construction trades, and building suppliers.
  • Ability to successfully pass a Federal Government suitability background investigation and obtain an HSPD-12 clearance for access to the client facility and network.
  • Candidates must be authorized to work in the United States without current or future sponsorship.

Responsibilities

  • Support the administration, management, decommissioning, acquisition, and disposal of leased properties throughout the full real estate lifecycle.
  • Assist with long- and short-range real estate planning by evaluating space requirements, property needs, acquisition alternatives, and utilization strategies.
  • Analyze leasing costs, operating expenses, real estate taxes, maintenance agreements, and supporting financial documentation.
  • Coordinate with government staff to ensure appropriate budget allocations and schedules are established for lease and facility activities.
  • Review year-end financial reconciliations and recommend internal controls and process improvements for effective lease administration.
  • Develop and maintain lease administration tools, including checklists, schedules, tracking sheets, and Standard Operating Procedures (SOPs).
  • Analyze leasing and facility operations and prepare reports, recommendations, technical planning documents, real estate maps, and scopes of work.
  • Evaluate available space to identify shortages, excess capacity, and alternative requirements, and recommend appropriate allocation or configuration changes.
  • Monitor compliance with lease specifications, contractual terms, environmental and regulatory requirements, and agency policies.
  • Assist with resolving landlord and tenant issues, facility concerns, encroachments, trespassing, and other property-related matters.
  • Support lease negotiations and renegotiations under government oversight.
  • Monitor building services and space utilization, respond to occupant concerns, and coordinate facility service requests and space modifications.
  • Manage changes to office, storage, and specialized-use spaces to support operational requirements.
  • Utilize IWMS and CAFM platforms, including FM Systems, to support lease, property, and facilities management activities.
  • Maintain proficiency with Microsoft Office applications, including Word, Excel, Access, PowerPoint, Project, and Teams.
  • Communicate effectively and professionally in English, both verbally and in writing.
