About The Position

Makpar is seeking a Lead Web Content Developer to join their team, serving as a senior technical and organizational lead for a government agency's enterprise web environment and modernization program. This role requires a blend of hands-on full-stack web engineering, expertise in Drupal and .NET, enterprise integration, web performance and capacity management, accessibility leadership, and technical/team oversight. The individual will be responsible for the technical aspects of websites, including performance, capacity, and accessibility, as well as executing contract requirements and overseeing organizational management and technical staff. The position demands significant federal website development experience and in-depth knowledge of .NET, Drupal, Appian, SharePoint, and DB2 integrations. This role is crucial as the agency maintains existing applications while potentially modernizing legacy web applications into newer architectures. The program's modernization efforts encompass Drupal, cloud and enterprise platforms, system integrations, user experience, accessibility, Agile/SAFe, and DevSecOps practices.

Requirements

  • 10+ years of professional experience.
  • Minimum 10 years of .NET experience.
  • At least 5+ years of Drupal experience.
  • Hands-on full-stack development experience.
  • Demonstrated experience functioning as a team lead.
  • Hands-on experience working with Appian integration.
  • Hands-on experience working with SharePoint integration.
  • Hands-on experience working with DB2 database integration.
  • Experience with website design and creation in the federal government.
  • 10+ years of experience in the federal sector.
  • Working knowledge of Section 508 and skills sufficient to develop and maintain accessible federal websites
  • Bachelor's degree in Business, Computer Science, Engineering, or a directly related field.
  • Ability to meet personnel security requirements, including NACI or greater and DOL onboarding approval before beginning work.

Responsibilities

  • Lead technical execution for agency Internet and Intranet website support and modernization activities.
  • Oversee technical aspects of agency websites, including performance, capacity, responsiveness, and ability to support expected traffic.
  • Provide hands-on full-stack technical leadership across Drupal and .NET-based web environments.
  • Lead and coordinate integration work involving Appian, SharePoint, and IBM DB2.
  • Oversee organizational management and technical staff supporting contract requirements.
  • Serve as the responsible technical lead for Section 508 compliance of Internet and Intranet postings.
  • Develop and maintain accessible federal websites using appropriate Section 508 knowledge and practices.
  • Apply project-management concepts based on Agile, Lean, and Scaled Agile Framework (SAFe) principles.
  • Support WHD's broader web modernization objectives, including maintenance and modernization of public-facing and internal applications.
  • Support integration of web applications with enterprise platforms, databases, APIs, cloud environments, and other government systems as applicable.
  • Coordinate effectively in an integrated environment involving stakeholders, federal technical personnel, and other contractor teams.
  • Support development and modernization practices consistent with federal cybersecurity, privacy, accessibility, and enterprise architecture requirements.
