About The Position

VetsEZ is seeking a Lead VistA/MUMPS Developer for a 100% remote position supporting a major federal government healthcare modernization project. The role involves providing technical leadership for a Department of Veterans Affairs (VA) initiative aimed at reducing and eliminating the use of Social Security Numbers (SSNs) in critical VistA applications, workflows, reports, interfaces, and data-handling processes. The Lead Developer will guide technical analysis, solution design, development, and implementation to transition to approved enterprise identifiers while ensuring the protection of sensitive Personally Identifiable Information (PII). This position operates within a remote, multidisciplinary Agile team, collaborating with Government stakeholders, Product Owners, Business Analysts, cybersecurity and privacy teams, Quality Assurance personnel, and other VistA developers. The role will offer technical leadership throughout the software development lifecycle, supporting various VistA packages such as Admission, Discharge, Transfer (ADT), Patient Care Encounter (PCE), Automated Information Collection System (AICS), Record Tracking, and VistA Audit Solutions. The candidate must reside within the continental US.

Requirements

  • Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related technical field, or equivalent experience, with 15+ years of professional VistA/MUMPS development experience.
  • Extensive hands-on expertise with VistA, MUMPS/M, InterSystems Caché or comparable M-based platforms, VistA data structures, file management, and complex or large-scale VistA applications, packages, or modules.
  • Strong experience analyzing existing VistA codebases, application dependencies, routines, workflows, and data structures and developing technically sound approaches for modifying enterprise VistA functionality.
  • Demonstrated experience with application troubleshooting and debugging, secure software development, source code management, code review, testing, deployment, production support, and Agile software development practices.
  • Excellent analytical, troubleshooting, problem-solving, written, and verbal communication skills, with a strong understanding of PII/PHI protection and secure data-handling practices.
  • Demonstrated experience leading developers or serving as a technical lead within healthcare IT, VA, or other complex enterprise environments, with the ability to collaborate effectively across multidisciplinary technical and business teams.
  • U.S. Citizenship is required.
  • Ability to obtain and maintain a Government/Public Trust clearance, including required fingerprinting, when required for the position.

Nice To Haves

  • Experience supporting the Department of Veterans Affairs (VA) and VA VistA environments, particularly ADT, PCE, AICS, Record Tracking, VistA Audit Solutions, or related VistA packages.
  • Experience supporting VA modernization, privacy, cybersecurity, or sensitive-data remediation initiatives, with knowledge of NIST SP 800-53, FISMA, HIPAA, and VA security and privacy requirements.
  • Previous experience mentoring VistA/MUMPS developers, leading distributed development teams, and working within Agile/Scrum development environments.

Responsibilities

  • Serve as the technical lead and subject matter expert for VistA/MUMPS development, providing technical direction, development standards, code reviews, mentoring, and knowledge transfer across the project team.
  • Lead analysis of existing VistA applications, routines, workflows, reports, interfaces, data structures, and technical dependencies to identify SSN usage and develop approaches for replacing or eliminating SSNs while preserving application functionality.
  • Design, modify, and enhance VistA/MUMPS applications, user interfaces, workflows, reports, audit trails, and business processes using secure, maintainable code consistent with VA development standards and established VistA architecture.
  • Lead technical activities throughout design, development, unit and integration testing, regression testing, deployment, production readiness, troubleshooting, defect resolution, and root-cause analysis.
  • Incorporate secure coding and data-handling practices into solution design and development, collaborating with cybersecurity, privacy, and compliance stakeholders to protect PII and support applicable VA, Federal, and NIST security requirements.
  • Collaborate with Product Owners, Business Analysts, QA personnel, Government stakeholders, and engineering teams within an Agile environment to support technical estimation, backlog decomposition, dependency identification, release planning, technical documentation, and communication of risks and recommendations.
  • Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.
