About The Position

At eBay, breaking new ground and reinventing the future of ecommerce is at the core of what we do. As a Lead Technical Program Manager in San Jose, you will be at the forefront of driving this change. Our team thrives on authenticity, bold ideas, and collaboration, crafting an environment where everyone can bring their remarkable qualities to the workplace every day. This is a strategic, cross-domain TPM role: you will define TPM roles and responsibilities into scalable frameworks used by many TPMs and domains. You will lead planning and execution across a large portfolio that covers multiple domains or a large cross-domain program. You will work closely with senior engineering, product, and platform leadership. You will also be the point of contact for critical issues affecting delivery within the organization. In this role, you will implement flawless frameworks to ensure seamless operations across multiple domains. You will collaborate with senior leadership to successfully carry out ambitious plans and be the go-to person for critical delivery issues.

Requirements

  • 8+ years of TPM / program leadership experience running large, cross-functional, cross-domain programs.
  • Deep expertise in capacity planning, dependency governance, release readiness and addressing blocking issues at scale.
  • Advanced modeling and dashboard skills (Sheets/Excel at scale, Looker/Tableau, SQL preferred).
  • Strong technical literacy — able to evaluate technical tradeoffs and bring up technical risk credibly to leadership.
  • Executive presence, excellent influencing and collaborator management skills.
  • Demonstrated ability to build repeatable program frameworks, mentor TPMs, and lead organizational change.
  • BS/MS or equivalent experience.

Responsibilities

  • Own consolidated annual planning across domains: standardize capacity frameworks, release abstractions, and intake governance for other TPMs to follow. Define dependency taxonomy and governance (SLAs, dedication model, dispute resolution).
  • Lead the cross-domain quarterly process and publish a consolidated release roadmap with explicit program-level walk-backs and contingency plans. Standardize cadence and artifact requirements (PRDs, build reviews, dependency walkthroughs) across domains.
  • Negotiate high-complexity dependencies and timelines; secure measurable commitments and SLAs. Build playbooks for handling blocking issues, own program health reporting (forecast vs actuals, risk heatmaps), and present program status to senior leadership. Lead contract/timeline negotiations with non-engineering collaborators when required.
  • Define sprint/readiness standards and acceptable sprint-churn levels across TPMs; mentor and enable TPMs so practices scale with low overhead. Drive TPM capability uplift and institutionalize retrospective rollups and continuous improvement across the organization. Embed “say/do” integrity; build trust through consistent delivery.
