About The Position

The Lead Technical Program Manager is responsible for leading large, cross-functional technology programs that span multiple business units and technical teams. Unlike a traditional project manager, this role manages programs comprised of multiple related workstreams with significant technical complexity, organizational dependencies, and executive visibility.
The Lead TPM establishes delivery strategy, drives program governance, manages enterprise risks, facilitates executive decision-making, and ensures technology initiatives deliver measurable business value. This individual serves as a trusted advisor to technology and business leadership while mentoring project managers and helping strengthen PMO standards and execution maturity.

Requirements

• Bachelor's degree in Information Systems, Computer Science, Engineering, Business, Healthcare Administration, or related field (or equivalent experience).
• 8–10+ years of progressively responsible program and project management experience.
• 5+ years leading large, enterprise technology programs with multiple workstreams and cross-functional dependencies.
• Demonstrated experience leading infrastructure, cloud, enterprise applications, cybersecurity, data, or digital transformation initiatives.
• Experience working directly with technical architects, engineering teams, and technology leadership.
• Strong knowledge of program governance, portfolio management, risk management, and enterprise delivery methodologies.
• Exceptional executive communication and stakeholder management skills.
• Experience with enterprise project management platforms such as Smartsheet, ServiceNow, Jira, Azure DevOps, or similar.
• Strong analytical, organizational, negotiation, and facilitation skills.
• Demonstrated ability to influence senior leaders without direct authority.

Nice To Haves

• PMP certification required or strongly preferred.
• PgMP, PMI-ACP, SAFe, Scrum Master, or equivalent program management certification preferred.
• Experience within healthcare, payer, provider, or other highly regulated industries.
• Experience supporting cloud transformation, enterprise infrastructure modernization, M&A integration, or large-scale digital transformation initiatives.
• Experience working within an Enterprise PMO.

Responsibilities

• Lead multiple concurrent enterprise technology programs from initiation through operational transition.
• Develop integrated program roadmaps that align technical delivery with organizational priorities.
• Coordinate delivery across infrastructure, cloud, cybersecurity, applications, data, and business teams.
• Drive execution across multiple dependent projects while maintaining alignment to scope, schedule, budget, and strategic objectives.
• Ensure program milestones, dependencies, and deliverables remain synchronized across participating teams.
• Partner closely with engineering and architecture leaders to understand technical dependencies, sequencing, implementation risks, and delivery constraints.
• Facilitate planning for complex technology initiatives including cloud migrations, infrastructure modernization, enterprise applications, cybersecurity, data platforms, and digital transformation programs.
• Translate technical concepts into business-friendly communications for executive stakeholders.
• Evaluate delivery risks resulting from architecture, resource constraints, integrations, or operational readiness.
• Support implementation planning, production readiness, cutover planning, and post-implementation stabilization.
• Build trusted relationships with senior technology and business leaders.
• Lead executive steering committee meetings and governance forums.
• Provide concise executive reporting highlighting program health, risks, financial impacts, dependencies, and decisions requiring leadership action.
• Influence cross-functional teams without direct authority to achieve enterprise outcomes.
• Drive alignment among competing priorities while facilitating timely decision making.
• Establish governance structures appropriate for large enterprise initiatives.
• Maintain integrated program plans, RAID logs, dependency maps, decision logs, and executive dashboards.
• Ensure adherence to PMO methodology while tailoring delivery approaches for complex technology programs.
• Monitor program performance using delivery metrics, KPIs, and milestone tracking.
• Ensure compliance with organizational, security, regulatory, and quality standards.
• Identify enterprise risks before they impact delivery.
• Develop mitigation strategies across multiple workstreams and organizations.
• Resolve cross-functional issues through structured facilitation and executive escalation.
• Manage complex interdependencies across technology, vendors, and business teams.
• Drive proactive issue resolution to minimize delivery disruption.
• Contribute to continuous improvement of PMO methodologies, governance, templates, and reporting standards.
• Mentor project managers and provide guidance on complex delivery challenges.
• Support portfolio planning, prioritization, and resource forecasting.
• Promote delivery excellence, accountability, transparency, and operational discipline across the technology organization.
• Serve as a senior delivery leader for strategic initiatives and enterprise transformations.
