About The Position

Oasys is seeking an experienced Lead Systems/Network Engineer to provide technical leadership for enterprise systems and network operations supporting the U.S. Military Entrance Processing Command (USMEPCOM) Enterprise Network for Lifecycle, Information Support, and Technology (ENLIST) program. The Lead Systems/Network Engineer will oversee enterprise systems and network administration, operations and maintenance (O&M), and related infrastructure services across the USMEPCOM environment. As an Oasys technical lead and infrastructure service owner, this individual will help ensure enterprise platforms achieve required service levels while remaining secure, reliable, resilient, and highly available. This role provides hands-on engineering leadership across enterprise servers, Windows and UNIX/Linux operating systems, databases, virtualization, storage, collaboration platforms, cloud environments, and network infrastructure. The Lead Systems/Network Engineer will also direct Outage Response Team (ORT) activities, coordinating major incident response, service restoration, disaster recovery, Continuity of Operations (COOP), and technical communications during enterprise outages. Working directly with USMEPCOM stakeholders, Oasys program leadership, cybersecurity teams, engineers, vendors, DISA, and external partners, the Lead Systems/Network Engineer will maintain an interoperable, compliant, mission-ready enterprise infrastructure. Oasys is seeking a seasoned technical leader with deep enterprise infrastructure and network engineering experience, strong troubleshooting judgment, and demonstrated success leading distributed technical teams in complex Department of Defense environments.

Requirements

Bachelor's degree in Information Technology, Computer Science, Information Systems, Cybersecurity, Network Engineering, Engineering, or a related technical field is preferred.
At least five (5) years of recent experience leading or managing enterprise IT teams supporting physical and virtual servers, Windows and UNIX/Linux operating systems, databases, VMware ESXi, SAN technologies, enterprise applications, scripting, collaboration platforms, and enterprise security across geographically dispersed locations.
At least one (1) year of recent experience with: Leading network engineering personnel and coordinating enterprise outage and service-restoration activities.
At least one (1) year of recent experience with: Supporting DISA network transport services and solutions.
At least five (5) years of recent experience supporting: Cloud-based enterprise platforms and cloud infrastructure.
At least five (5) years of recent experience supporting: Virtual desktop infrastructure (VDI) environments.
At least five (5) years of recent experience supporting: Enterprise systems and network administration, including major incident and outage response.
At least five (5) years of recent experience supporting: Enterprise network operations for programs comparable in size, scope, and technical complexity to ENLIST.
At least six (6) years of recent experience supporting large-scale enterprise network systems and subsystems, including LAN, WAN, MPLS, BGP, availability management, troubleshooting, performance analysis, and infrastructure optimization.
At least three (3) years of experience with: IPv4 and IPv6 protocol stacks.
At least three (3) years of experience with: Planning and executing local and long-haul communications solutions.
At least three (3) years of experience with: Configuring, supporting, and troubleshooting enterprise firewall appliances, rulesets, and security solutions.
ITIL 4 Foundation certification or higher.
At least two network-focused certifications, such as Cisco Certified Network Associate (CCNA), CompTIA Network+, or equivalent.
Microsoft Certified Solutions Expert (MCSE) certification or applicable Microsoft enterprise technology certification.
Cisco Certified Internetwork Expert (CCIE) or Cisco Certified Design Expert (CCDE) certification.
One of the following security/cloud credentials: CISSP-ISSAP (Information Systems Security Architecture Professional).
One of the following security/cloud credentials: CISSP-ISSEP (Information Systems Security Engineering Professional).
One of the following security/cloud credentials: CCSP (Certified Cloud Security Professional).
Must have an Active Secret Clearance

Responsibilities

Lead enterprise systems engineering, network operations, systems administration, and O&M activities across the USMEPCOM environment.
Act as Oasys International’s technical service owner for enterprise infrastructure services, with accountability for availability, performance, reliability, and service-level objectives.
Organize and direct technical personnel supporting the operation, sustainment, and modernization of USMEPCOM network and infrastructure environments.
Provide engineering leadership for Windows and UNIX/Linux platforms, physical and virtual servers, databases, VMware ESXi, Storage Area Networks (SANs), collaboration technologies, enterprise applications, and cloud infrastructure.
Configure, validate, integrate, troubleshoot, and administer enterprise hardware, software, operating systems, and infrastructure platforms while preserving interoperability with legacy environments.
Guide infrastructure engineering, systems integration, interface analysis, hardware/software testing, implementation, and modernization activities.
Apply Risk Management Framework (RMF) principles and DoD cybersecurity practices throughout infrastructure engineering and operations.
Direct the Outage Response Team (ORT), including major incident response, service restoration, disaster recovery, and COOP activities.
Serve as a senior technical point of contact during significant outages and coordinate resolution with Government leadership, vendors, DISA, external agencies, and other mission partners.
Drive outage resolution activities and provide clear, timely technical status and recovery updates to Government and Oasys program leadership.
Create and maintain outage-response procedures, Incident Response Plans, disaster-recovery documentation, runbooks, and operational playbooks.
Conduct recurring reviews of Incident Response Plans, inventories, procedures, and operational documentation to keep recovery processes current and executable.
Lead and mentor geographically dispersed systems and network engineering personnel supporting enterprise operations.
Assess performance, capacity, availability, and infrastructure health; identify opportunities for automation, resiliency improvements, modernization, and operational efficiency.
Engineer and support cloud services, virtual desktop infrastructure (VDI), enterprise networking, firewall technologies, secure communications, and modernization initiatives.
Promote continuous improvement and disciplined engineering practices while maintaining compliance with Federal, DoD, and USMEPCOM operational and cybersecurity standards.
