About The Position

The Lead Systems Engineer will provide technical and management leadership supporting the Decennial Transformation and Application Modernization (DTAM) initiative for the U.S. Census Bureau. This role is responsible for overseeing end-to-end systems engineering and integrated solution delivery efforts supporting modernization of large-scale federal data systems. You will guide architecture, engineering execution, governance, and delivery across the system lifecycle while enabling a secure, cloud-smart, data-centric environment aligned to 2030 Census and American Community Survey objectives.

Requirements

  • Bachelor's degree in Computer Science, Engineering, Information Systems, or related field (advanced degree preferred)
  • 15+ years of experience in systems engineering, architecture, application development, or enterprise modernization programs
  • Proven experience providing technical and management leadership on large-scale federal IT programs
  • Demonstrated ability to manage cross-functional technical teams and enterprise-level initiatives
  • Experience working across the full system development lifecycle in complex environments
  • Strong experience interfacing with clients and senior stakeholders, including technical negotiations and decision-making support
  • Experience supervising technical staff and managing delivery performance, staffing, and execution planning

Nice To Haves

  • Experience with federal data modernization or large-scale statistical/data-driven programs (e.g., Census, analytics platforms, or similar environments)
  • Strong background in cloud architecture and enterprise modernization
  • Experience leading DevSecOps transformation initiatives at scale
  • Familiarity with Agile/SAFe transformation in federal environments
  • Experience supporting AI, advanced analytics, or data science enablement initiatives within enterprise systems
  • Strong understanding of systems engineering governance frameworks and enterprise architecture standards
  • Experience supporting high-visibility, mission-critical government programs with complex stakeholder environments

Responsibilities

  • Provide technical and management leadership across large-scale systems engineering and modernization initiatives
  • Define goals, technical plans, and execution strategies aligned with program objectives
  • Direct systems engineering, architecture, DevSecOps, cloud engineering, testing, and operational support activities
  • Oversee full lifecycle delivery including requirements, design, development, integration, testing, deployment, and sustainment
  • Conduct architecture reviews, design reviews, and technical trade-off analyses
  • Manage staffing, technical execution approaches, and financial/resource planning for assigned efforts
  • Ensure requirements traceability, validation, and alignment across integrated systems
  • Lead governance activities including change control, risk management, and readiness assessments
  • Support feasibility studies, proof-of-concepts, pilots, and modernization prototyping efforts
  • Interface with client stakeholders and senior leadership on technical direction, delivery status, and decision-making
  • Supervise technical teams and ensure alignment with Agile, iterative, incremental, and Waterfall methodologies
