About The Position

iWorks is seeking a Lead Systems Architect to support the Decennial Transformation and Application Modernization (DTAM) project for the U.S. Census Bureau. This effort is focused on modernizing Decennial Census systems into a secure, scalable, cloud-smart enterprise supporting the 2030 Census and the American Community Survey. The Lead Systems Architect serves as the technical authority for the program's enterprise cloud infrastructure and platform architecture, establishing cloud strategy, platform standards, reference architectures, and modernization roadmaps across AWS GovCloud, Oracle Cloud Infrastructure (OCI), and Microsoft Azure. This role provides technical leadership across multiple engineering teams to ensure scalable, resilient, secure, and highly available cloud platforms that support enterprise applications, data services, and mission-critical operations. This position is contingent upon contract award.

Requirements

  • 10–14 years of experience in enterprise architecture, systems architecture, cloud architecture, or large-scale application modernization.
  • Demonstrated experience leading enterprise cloud architecture initiatives supporting large, complex organizations.
  • Experience designing and governing cloud platforms using one or more of: AWS GovCloud, Oracle Cloud Infrastructure (OCI), Microsoft Azure Government, Google Cloud Platform.
  • Strong understanding of enterprise cloud architecture, platform engineering, hybrid cloud, and multi-cloud environments.
  • Experience developing enterprise architecture standards, reference architectures, governance processes, and technical roadmaps.
  • Experience leading cloud migration and modernization initiatives.
  • Knowledge of high availability (HA), disaster recovery (DR), resiliency planning, and enterprise scalability.
  • Experience supporting containerized and cloud-native environments utilizing Kubernetes, Docker, APIs, microservices, and Infrastructure as Code.
  • Understanding of DevSecOps concepts, CI/CD architecture, and cloud automation.
  • Familiarity with Zero Trust Architecture, NIST security frameworks, and secure cloud design principles.
  • Experience collaborating with cross-functional engineering teams spanning infrastructure, applications, security, testing, and data architecture.
  • Strong leadership, communication, and stakeholder management skills.

Nice To Haves

  • Previous U.S. Census Bureau experience.
  • Certifications: TOGAF, AWS Certified Solutions Architect (Associate or Professional), Microsoft Certified: Azure Solutions Architect Expert, Google Professional Cloud Architect, Oracle Cloud Infrastructure Architect, CISSP, Cloud database, Big Data certification (AWS, Azure, or Google), Data Analytics.
  • Experience supporting large federal modernization or digital transformation programs.
  • Experience working within Agile and Scaled Agile (SAFe) environments.

Responsibilities

  • Serve as the technical authority for enterprise cloud architecture across multiple modernization initiatives.
  • Define enterprise cloud strategy, reference architectures, and platform standards supporting AWS GovCloud, OCI, and Azure.
  • Lead architecture decisions for highly available, scalable, resilient, and secure cloud environments supporting mission-critical Census systems.
  • Develop enterprise architecture artifacts, technical roadmaps, architecture standards, governance documentation, and design reviews.
  • Partner with the Lead Systems Engineer to guide infrastructure engineering, platform operations, automation, and production readiness.
  • Collaborate with the Lead Application Architect to ensure cloud platforms effectively support modern application architectures, CI/CD pipelines, containerized workloads, APIs, and microservices.
  • Work alongside the Lead Security Engineer to integrate Zero Trust principles, security architecture, RMF, FedRAMP, and NIST security requirements into cloud platform designs.
  • Provide technical oversight for cloud migration planning, modernization strategies, hybrid and multi-cloud architectures, and technology integration efforts.
  • Evaluate emerging cloud technologies and recommend architectural improvements that increase scalability, availability, performance, operational efficiency, and cost optimization.
  • Participate in architecture governance boards, technical reviews, and enterprise design decisions while mentoring senior technical staff across multiple disciplines.
