About The Position

Leidos is seeking a Lead, Subcontracts Management to support the Defense Sector's Global Supply Chain organization. This role will manage the full lifecycle of subcontract management activities for US Government programs, ensuring compliance with contract requirements, company policies, and acquisition regulations. The position supports the Airborne & Mission Solutions Business Area, focusing on delivering advanced solutions for military intelligence operations. The successful candidate will provide leadership within Supply Chain, interfacing with Leidos management, senior supplier management, and junior Supply Chain personnel. They will be the primary liaison between subcontractors and programs for contractual management of high-value, complex agreements, collaborating with other functional areas like contracts, finance, and growth. This individual contributor role requires leadership qualities, the ability to mentor junior staff, strong FAR compliance knowledge, and the capacity to audit subcontract files and manage their own programs and proposals. Special projects may also be assigned.

Requirements

  • Bachelor’s Degree and 8 - 12 years of prior relevant experience or Master’s with 6 - 10 years of prior relevant experience.
  • Must be US Citizen.
  • Experience awarding and managing subcontracts in a government approved purchasing system.
  • Advanced knowledge of the requirements of the FAR and DFARS.
  • Successful track record of using negotiating skills to maximize organizational return, minimize risk, improve price, and terms and conditions position.
  • Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
  • Experience independently leading the subcontracts portion of proposal efforts.
  • Organizational skills to manage concurrent projects.
  • Business acumen to appropriately prioritize actions and deal effectively with subcontract management issues of varying degrees of complexity through resolution.
  • Ability to clearly articulate statuses and issues to management, internal partners, and suppliers.
  • Strong FAR compliance background.

Nice To Haves

  • Undergraduate degree preference: Supply Chain Management or Business Administration.
  • Experience building strong supplier relationships that can be leveraged to assist in future issue resolution.
  • Experience mentoring or training junior staff, leading teams, and working with an approved purchasing system.
  • Prior exposure to CPSR and audit reviews.
  • Working experience with automated purchasing system (preferably Deltek Costpoint and iValua).
  • Experience with AI tools.

Responsibilities

  • Lead full life cycle (“cradle-to-grave”) subcontract management activities supporting primarily US Government programs.
  • Ensure compliance with contract requirements, company policies and procedures, and applicable laws and acquisition regulations.
  • Provide leadership in Supply Chain, interfacing with Leidos management, senior management of suppliers, and junior Supply Chain personnel.
  • Serve as the primary interface between subcontractors and the program for the contractual management of agreements.
  • Interact with other functional areas (e.g., contracts, project control, finance, growth) to complete necessary activities for assigned portfolios.
  • Align subcontract outcomes to those of the program and division.
  • Effectively communicate, manage time, prioritize actions, and meet deadlines with minimal supervision.
  • Mentor junior staff.
  • Assist with auditing subcontract files for compliance.
  • Manage programs and proposals.
  • Craft teaming strategy and lead proposal activities.
  • Manage subcontract award and post-award activities (e.g., subcontract modifications, risk identification & mitigation, issue resolution, internal reporting, closeout activities).
  • Identify and resolve complex issues on assigned subcontracts and make recommendations for mitigation steps to management.
  • Review files for compliance and coach more junior staff on policies, procedures, and best practices.
