About The Position

Develops and leads quality controls audits, appraisals, systems, policies, procedures and enhancements to proactively address problems and improve quality of the work(s), efficiency, customer satisfaction, and bottom-line cost results. Develops and leads quality control systems. Evaluates adherence to quality requirements in the contract, associated planning documents and applicable quality processes. Develops cost of quality concepts for rate of return investments. Applies and analyzes inspection and testing procedures and utilizes quality data, metrics and statistics to diagnose and correct improper quality control practices. Identifies human factors and motivation in quality applications. Works with high level goals provided on all sizes of projects of basic to high complexity. Contributes to proposal development activities by authoring or reviewing quality management focused sections. May participate in the interview process if required. Reviews, monitors and maintains proper documentation of quality activities. Ensure accurate production of required reports and communication to the project management and project teams. Develops and commissions proper identification and resolution management system(s) for implementation and measurement of overall Quality Management Plan (QMP) using metrics and statistical means and methods. Audits quality systems for deficiency identification and correction. Administers management information systems. Reviews and approves quality control plans. Ensures subcontractor or vendor staff are adequately qualified for their required inspections. Verifies subcontractor has an adequate quality program and verifies appropriate quality requirements are included in the subcontract. Conducts audits of relevant subcontractor and off-site inspections for compliance with the Quality Management Plan. Recommends continuous improvement of quality procedures and develops tools to enhance understanding and implementation. Directs any developmental and/or refresher training activities. Provides expert guidance to support project cause-analyses conducted and may facilitate these sessions. Identifies and implements process improvements to prevent similar problems from recurring. Works with management to apply lessons learned to all phases of the lifecycle starting with opportunity tracking through closeout. Supports corrective actions requested. Reviews and provides feedback for quality assurance deliverable reviews, including proposals, procurement, standard operating procedure (SOP) development and policies. Performs other duties as required. Provides technical guidance and expertise to quality and project teams. May lead quality management processes on project work. Educates project management and staff on appropriate required quality activities. Serves as a resource on contracts of all sizes (low and high risk) by identifying contract and firmwide quality requirements. Actively responds to quality needs, including resolving problems and responding to requests for guidance and assistance.

Requirements

  • Demonstrated knowledge of quality cost concepts and techniques.
  • Expert knowledge of industry practices, processes, design, health and safety, and quality management.
  • Ability to recognize hazardous situations and implement corrective measures is essential.
  • Excellent verbal and written communication and interpersonal skills.
  • Ability to maintain confidentiality.
  • Strong organizational, leadership, analytical, facilitation, negotiation, and planning skills essential.
  • General personal computer skills and specialized software skills including Microsoft Project, Word, Excel, Outlook or similar software with capability of administering to management information systems.
  • Bachelor’s degree.
  • 7 years of related experience.
  • Domestic and/or international travel may be required.
  • An appropriate and valid driver's license is required.

  • Responsible for observing day-to-day construction activities, inspections, and testing to verify compliance of work within the Contract Documents.
  • Document the results of each inspection and test on daily QC report and respective inspection testing forms.
  • Coordinate with subcontractors and laboratories to schedule 3rd party testing as required - document results.
  • Provide quality control documentation according to the Quality Control Plan.
  • Provided non-conformance notices for any work, materials, or equipment item(s) found to be in non-conformance with the Contract Documents; shall maintain a formal non-conformance tracking log
  • Provides assistance during the final phase(s) of construction to the commissioning team
  • Develops a punch list as construction draws near an end
  • Assist in system turnover and closeout - substantial completion, final completion, construction turnover packages, record drawings, warranties, spare parts
