Function as a liaison between management and the buying staff, and provide leadership within each managerial unit in the implementation of Procurement practices in support of achieving goals and objectives, specifically related to supplier management, the proper management of Procurement metrics, and compliance to DOE/NNSA requirements and federal contracting regulations.

Requirements

  • Bachelors degree required
  • 7 years progressive procurement experience
  • Ability to travel up to 5% of the time
  • United States Citizenship
  • Ability to work on-site as directed by management and as determined by the needs of the business
  • Regular and reliable attendance is an essential function of this job
  • Ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations)

Responsibilities

  • Performs all procurement activities and administers purchase orders in conformance with applicable purchasing procedures and policies.
  • Analyze requisitions and related drawings and specifications; identify/select suppliers; determine type of order to be issued; issue requests for proposals; negotiate prices, terms and conditions, and delivery schedules; place purchase orders; assure product delivery, negotiate delivery schedule changes, and develop inventory plans as required.
  • Actively participates in management of team performance, working closely with Manager to ensure buyers are equipped with proper tools, techniques, supplier and system management strategies, and knowledge of team goals and objectives.
  • Initiates and coordinates discussions between suppliers and internal departments to resolve procurement-related problems.
  • Analyzes pricing, production and inventory trends to assure competent supply sources and economical procurement, and conducts market surveys to identify new sources of supply.
  • Manages, nurtures and owns supplier relationships and oversees supplier relationship management activities for buying staff; designs and implements supplier improvement initiatives and resolves critical supplier issues.
  • Leads efforts associated with the development and implementation of strategic supplier management concepts.
  • Performs all required Buyer Procurement functions with the highest level of complexity and dollar value.
  • Supports Strategic Sourcing Team in the development and implementation of specific departmental sourcing strategies.
  • Utilizes contracting formats such as firm fixed-price contracts, cost type contracts, time and material contracts, lease agreements, multi-year option contracts, incentive contracts, master ordering agreements, and system contracts.
  • Provides training, coaching, and oversight of buyers, and partners with other Lead Buyers to develop and implement initiatives to improve Procurement and supplier performance.
  • Leads buying staff in the administration and execution of purchase orders, and negotiations and management of long term agreements to ensure compliance, leverage buying position, consolidate supply base, and effect cost management in accordance with prime contract executive orders, public law, NNSA approved procedures, FAR/DEAR and appropriate supply chain management principles.
  • Leads buying staff in the use of strategic sourcing tools such as Spend Analysis and Supplier Performance Management (SPM).
  • Evaluate data and assist management team in identifying and managing key suppliers.
  • Works with buyers to identify, qualify, and maintain optimum supply base capability and capacity.
  • Point of contact with Supply Chain Management Center (SCMC).
  • Partner in identifying potential commodities for SCMC sourcing.
  • Analyzes needs and prepares requests for advancement procurement authorizations.
  • Prepares reports as requested by supervisors or as required by procedure.
  • Provides guidance and necessary training to Purchasing personnel.
  • Fosters continuous improvement approaches.
