About The Position

AdNet/AccountNet, Inc. is seeking a highly experienced Lead Process Architect / Data Subject Matter Expert (SME) to lead a statewide effort to document and map case‑related data flows across all 24 Maryland Circuit Courts. This contract role requires deep expertise in business process architecture, judicial operations, and enterprise case management systems. The consultant will serve as the lead technical and functional expert responsible for producing accurate, validated, and presentation‑ready documentation aligned with project objectives.

Requirements

  • 5+ years of experience as a process architect, business process analyst, data SME, or similar senior‑level role
  • Demonstrated experience working with court systems, judicial organizations, or justice agencies
  • Strong expertise in: Business process architecture and documentation, Data flow mapping and analysis, Stakeholder facilitation and requirements gathering
  • Working knowledge of judicial operations, court workflows, and case lifecycle management
  • Experience with enterprise case management systems (experience with MDEC or similar justice systems strongly preferred)
  • Excellent analytical, documentation, and communication skills

Nice To Haves

  • Experience supporting statewide or multi‑jurisdictional judicial initiatives
  • Familiarity with Maryland Circuit Courts or equivalent court environments
  • Background supporting data governance, system modernization, or operational transformation efforts

Responsibilities

  • Develop a detailed mapping of case‑related data flows across Maryland Circuit Courts from data origination through system storage and downstream use
  • Collect and document current business practices related to case data handling across all Circuit Courts, including variations and commonalities
  • Conduct comprehensive stakeholder engagement activities, including: Meetings, interviews, and focus groups, Administration of polls and surveys as needed, On‑site visits where appropriate for all 24 Circuit Court locations, Use of remote engagement methods whenever feasible to maximize efficiency and participation
  • Map how case‑related data flows from clerks, court administrators, and judges into the Enterprise Justice Case Management System (MDEC) and associated applications, clearly identifying: Data sources, Transitions and handoffs, System touchpoints, Final data endpoints
  • Develop detailed, presentation‑ready process models and data flow documentation that clearly illustrate system interactions and responsibilities
  • Refine and validate findings in close collaboration with the AOC Project Manager, incorporating feedback to ensure: Accuracy, Completeness, Alignment with project goals and judicial standards
