About The Position

Amentum is seeking a Lead Observer to perform leadership and oversight duties over the Construction Security Team at Offutt Air Force Base. This role is responsible for continuous knowledge of the location, performance, and scheduling of employees under their control, ensuring adequate observation of all Amentum and subcontractor staff. The Lead Observer may also be utilized for oversight of specialty items off/outside the construction zone, including transportation, maintaining supply needs, and communication with program management and onsite customer leadership. Additionally, the Lead Observer will assist with ensuring all new hires complete the onboarding process and are thoroughly trained for their assigned duties.

Requirements

  • Active TS Clearance
  • At least 2 years’ experience in at least one of the following areas of expertise: Construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience.
  • At least 2 years’ experience in a leadership role.
  • Experience using Microsoft Office products.
  • Experience with detailed and timely report writing.
  • Must possess a valid state-issued driver’s license or permit
  • High School diploma or equivalent
  • Shall not have any misdemeanor convictions involving moral turpitude, acts of dishonesty, assault or battery or felony convictions, nor receive any while employed in this position.
  • Must be able to fluently read, write and speak English.

Nice To Haves

  • If needed, shall be able to obtain (within 30 days) any required specialty license for operating equipment or vehicles on site if needed for special circumstances or situations.
  • If applicable, the contractor shall fully cooperate, as required, to testify or submit statements in administrative and criminal legal proceedings. Amentum personnel called upon to testify for the Government on any matter relating to their work under this contract, shall do so in a duty status.

Responsibilities

  • Understand, apply, and adhere to the principles of the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable rules and regulations.
  • Understand, apply, and adhere to the principles of Operations Security (OPSEC) for identifying, controlling, and protecting critical unclassified information per National Security Decision Directive Number 298 and DODD 5205.2 (series) DOD OPSEC Program Manual.
  • Meet and deal at a heightened level with the general public, coworkers, customer personnel, and other contracted or subcontracted staff onsite.
  • Understand and apply printed rules, detailed orders, instructions, and training materials to assigned duties.
  • Assist program management with maintaining training records of all employees and making improvements to the training process when necessary.
  • Maintain poise and self-control under stress.
  • Conduct “Stop & Question” of persons found in closed and locked areas, parking lots, and throughout the construction site after hours and on weekends/holidays to ensure no criminal activity is taking place.
  • Construct and write clear, concise, and accurate detailed reports if needed.
  • Act as a liaison between onsite customer personnel and Amentum program management and employees when necessary.
  • Coordinate site requirements with the PM.
  • Provide input for the available staff for the PM to create weekly schedules.
  • Welcome new hires and assist with company onboarding.
  • Coordinate new hires starting onsite by issuing PPE and getting new staff through mandated security and safety orientations.
  • Act as the liaison for the PM to address onsite issues or concerns.
  • Ensure proper coverage of the site while making sure all employees are relieved for their breaks.
  • Fill a “rover” role and spend the majority of time on the construction site.
  • Perform all other duties as assigned.
