About The Position

Kent is looking for a Lead Instrument & Controls Commissioning Technician with offshore experience to be based in our Houston, TX office for phase 1 (a period of months during planning) and phase 2 (rotation work dedicated to Offshore - Gulf of Mexico) to support and complete the KENT Project(s). The role of the Commissioning Instrument & Control Lead is to lead a team of Instrument & Control Commissioning Engineers and Technicians in the preparation and execution of commissioning activities to deliver facilities to Operations in accordance with the project technical standards and schedule. The Commissioning Control & Instrument Lead is to provide commissioning support during start-up activities up to project completion.

Requirements

Bachelor’s Degree in a related field or equivalent work experience, 15 plus years of Project Completion and Operations experience.
Previous successful management experience during Instrument Completion, Commissioning, and Operations planning.
In-depth knowledge of Project Completion standards, specifications, codes, and appropriate safety criteria.
Strong understanding of Project execution, Engineering, Construction, Commissioning & Completion practices.
Demonstrated management and organizational ability for large teams with strong people skills.
Strong understanding of work planning, scheduling and tracking.
Exposure to client practices, processes, and expectations with respect to Systems Completion, Preservation, Commissioning and Start Up operations.
Extensive experience in Commissioning on Oil and Gas Major Projects. Additional experience from Operations would also be an advantage.
Qualified in their respective discipline field and hold training competency certifications.
Knowledge of offshore process plant, facilities, utilities, and architecture of surface and subsurface offshore and / or onshore gas and oil producing facilities.
Demonstrated extensive experience within the field of commissioning.
Previous experience with completions management process and system.
Understanding of Control of Work processes during execution.
Understanding of basic industry standard safety protocols.
Full fluency in English is required.
Must be able to work under pressure to meet deadlines.

Responsibilities

Demonstrate personal HSSE leadership and excellent HSE behaviours and ensure that safety expectations are communicated and maintained.
Perform as a safety leader through auditing, setting, and exhibiting the highest standards.
Intervene or have appropriate conversations with team members around safe work practices if required.
Notify supervision of all unsafe acts, near misses and incidents.
Lead by example with regards to company’s HSE policy.
Develop C&I Limit of System Handover (LOSH) drawings and provide comments on the other project Limit of System Handover (LOSH) drawings.
Provide input to set priorities for sub-system turnover that considers the facility’s design and would allow for safe commissioning of sub-systems / systems while the construction contractor completes and turns over the remaining systems.
Develop C&I system commissioning procedures and provide C&I commissioning activities within other commissioning procedures.
Provide input for control system temporaries that allows for safe and efficient module installation offshore and hook-up.
Develop temporary equipment strategy and plan to support major onshore dynamic commissioning activities of a modular designed facility.
Prepare 3rd Party Scope of Work for C&I testing contractor.
Work with procurement team to initiate vendor support work releases for commissioning support during execution.
Represent team in key meetings with other project teams (Operations, Engineering, Construction, etc.).
Supporting project Factory Acceptance Testing (FAT) including reviewing procedures, assigning resources, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies. Sign off ICSS FAT.
Review engineering design and provide comments toward “commission ability” at fabrication site and during offshore HUC phase.
Assist with the development of a level 3/4 commissioning schedule as design becomes more mature.
Assist with implementation of a job card / work pack system for use during commissioning execution. Co-author certain job cards with discipline engineers.
Reviews recommended commissioning spares from Vendors and provide input to overall spares procurement.
Provide input for development of commissioning consumables.
Work with Commissioning Certification Lead to review and approve check sheet assignment for tagged equipment.
Lead the pre-commissioning / commissioning C&I activities at both onshore and offshore locations.
Take leadership role during execution of system commissioning procedures which are more control system oriented.
Ensure safety critical C&I equipment meets the performance standards defined in project standard of performance.
Assure rigorous implementation of approved Commissioning Procedures, Method Statements and System Dynamic Commissioning Procedures.
Ensure software change is rigorously controlled as per procedure.
Attend mechanical completion and system handover joint walk downs as required.
Responsible for reviewing work permits and acting as the Issuing Authority.
Attend daily PTW / SIMOPS meeting and provide input / comments as required.
Provide daily feedback as to commissioning status for his / her respective discipline and generate weekly activity report along with a 2 week / 4 week look ahead.
Facilitate meetings as required and represent the commissioning team at other project team meetings.
Manage and interpret completions progress while maintaining a forward-thinking approach to planning activities over the long term.
Manage closeout of punch list items for C&I discipline.
Review and progress material deficiencies that affect safe and efficient commissioning activities.
Work closely with the Vendor coordinator to schedule vendor requirements for commissioning tasks.
Progress and maintain job carding system and reporting.
Ensure that preservation and maintenance on electrical equipment is correctly identified and is being carried out in accordance with Preservation Procedure.
Be familiar with the Project Management of Change Procedure and Site Change Control and Technical Queries procedure.
Ensure all relevant As-Built Drawings / Documents are marked up by C&I commissioning team as defined in project As-Built Procedure.
Work in a team environment and be able to quickly understand the roles of those in the interfacing teams, develop quick relationships, and work effectively to assure that the commissioning work integrates well in the overall project plan.
Perform other ad-hoc tasks as needed or directed by the supervisor or management.
