About The Position

We are seeking a Lead Estimator - Underground Utilities & Heavy Civil to join the team in Frisco, Texas. This leadership role will oversee all estimating and preconstruction efforts for municipal infrastructure projects across North Texas while partnering closely with executive leadership to drive growth, project success, and operational excellence. The position offers the opportunity to influence company strategy, mentor estimating talent, and play a key role in a rapidly growing organization.

Requirements

  • 7+ years of estimating experience within underground utilities, heavy civil construction, or municipal infrastructure
  • Experience estimating water, sewer, storm drainage, utility installation, roadway, paving, pump station, and treatment plant projects
  • Strong public-sector and municipal bidding experience
  • Deep understanding of utility sequencing, construction means and methods, production rates, and cost controls
  • Experience leading teams, mentoring staff, or managing estimating functions
  • Ability to manage multiple bids simultaneously while meeting deadlines
  • Strong communication and collaboration skills
  • Proficiency with construction estimating and project management software

Nice To Haves

  • Previous experience leading an estimating department
  • Design-build estimating experience
  • Degree in Civil Engineering, Construction Management, or a related field
  • OSHA certification
  • Established subcontractor and vendor relationships throughout the DFW market
  • Experience supporting strategic planning, backlog forecasting, and market analysis

Responsibilities

  • Lead all estimating and preconstruction activities for municipal infrastructure and underground utility projects
  • Develop bid strategies and establish pursuit priorities across multiple opportunities
  • Manage, mentor, and develop estimating personnel
  • Review plans, specifications, geotechnical reports, and project requirements
  • Prepare conceptual budgets, negotiated proposals, competitive bids, and design-build estimates
  • Oversee quantity takeoffs, production planning, and cost analysis
  • Evaluate constructability, project risks, and scope gaps
  • Collaborate with operations teams to validate labor, equipment, and production assumptions
  • Maintain estimating standards, procedures, and historical cost databases
  • Coordinate project handoff meetings with project management and field operations teams
  • Support procurement planning, forecasting, and budgeting efforts
  • Participate in client meetings, pre-bid conferences, and industry networking opportunities
  • Assist leadership with backlog planning, staffing forecasts, and market expansion initiatives
