About The Position

This position reports to Manager, Sustaining Projects and Technical Services within the Projects and Construction group and is responsible for developing, supporting and implementing technical process engineering and process safety management responsibilities for ATCO EnPower. The Lead Engineer, Process Engineering and Process Safety maintains an operating risk register for asset integrity programs, operations, and major/sustaining projects as they become operational. This role supports project development as a Technical Authority (Subject Matter Expert) for process engineering, process safety, and mechanical engineering disciplines as well as supporting operating assets for facility optimization and troubleshooting activities to improve facility safety and facility availability/runtime. Other responsibilities include incident classification and leading/supporting incident investigations. This role requires interaction with internal and external parties at all levels and it is expected to have various interactions with external standard or technical committees.

Requirements

  • P.Eng. registration in Alberta.
  • A minimum of 15 years of experience in oil and gas industry.
  • Functional Safety Practitioner or Expert level certification.
  • Expert knowledge in Recognized And Generally Accepted Engineering Practices, safety and regulatory requirements.
  • Strong facilitation experience in design/brainstorming workshops and multiple PHA Techniques.
  • Strong technical background demonstrated by external certifications both past and present.
  • Advanced Root Cause Analysis training and certification.
  • Technical knowledge of design concepts, methodologies and application in hydrogen, industrial water, NGL and NG Storage lines of business.
  • understanding and application of reliability and asset management best practice principles.
  • Excellent written and verbal communications skills with the ability to present critical information in a simple and concise manner to various stakeholders.
  • Proven ability in leadership, strategic thinking, change management, process, and implementation strategies to optimize both technical quality and cost-effectiveness of services required to achieve performance objectives.
  • Demonstrated strong resourcefulness with the ability to work effectively as a team member.
  • Ability to prioritize conflicting demands and being able to multi-task and work in a fast-paced environment while remaining flexible and steadfast.

Responsibilities

  • Provide technical support to operations by troubleshooting performance issues, identifying risks and recommending improvements.
  • Support Management of Change (MOC), debottlenecking, and optimization initiatives through technical evaluations, modeling and oversight.
  • Provide process design and equipment sizing support for sustaining capital, growth projects, and business development, ensuring alignment with safety, regulatory, and business requirements.
  • Identify and implement optimization opportunities across various lines of business, leveraging performance models and advanced data analytics.
  • Develop and maintain performance models for key process equipment to baseline performance metrics and KPIs to aid in troubleshooting and promote reliable operations.
  • Participate in Facility Impact Assessments and Process Hazard Analysis (PHA) activities such as HAZOPs.
  • Evaluate interdepartmental ideas for feasibility and practicality for execution relating to engineering.
  • Provide technical oversight and troubleshooting support for major projects, asset integrity programs, and operations engineering initiatives aimed at improving operability and reducing operating expenses.
  • Maintain an operational risk register with input from operations, asset integrity programs, and project execution. Support input from stakeholders in hazard and risk development to allow appropriate technical translation using the risk matrix.
  • Develop Process Safety Management Framework, process safety incident tiering criteria and risk prioritization strategies and regularly review and report to senior leadership to minimize major accident hazards that can affect enterprise risk management.
  • Coordinate and document HAZOPs, What-If analyses, and other risk assessment methodologies to identify and mitigate potential hazards.
  • Evaluate compliance with internal and external process safety standards and identify areas for improvement.
  • Ensure process safety risks are adequately assessed and mitigated during changes to equipment, procedures, or operations.
  • Lead and support incident investigations with specialty in process safety and property damage.
  • Ensure alignment with applicable regulations and participate in industry benchmarking and knowledge sharing.
  • Provide expert advice in principles, concepts, tools, processes, and methods relating to process safety.
  • Leads engineering governance as Technical Authority for process, process safety, and general engineering disciplines.
  • Develop, and establish engineering governing documents and supporting processes for a variety of engineering disciplines to Recognized and Generally Accepted Good Engineering Practices.
  • Establish and maintain review cycle and input requirements to support engineering governing documents continuous improvement processes.
  • Facilitate interdepartmental workshops to identify engineering discipline/topics that need further information or support for successful project execution or address operational issues/findings.
  • Identify and support role-based training activities required to support engineering governing document role out and compliance through design and project execution.
  • Provide expert advice in principles, concepts, tools, processes, and methods relating to multiple engineering disciplines.
  • Participate in various industry and regulator committees to provide technical guidance and support ATCO’s current and future goals.
  • Coach and mentor colleagues for process, process safety and engineering governance.
  • Oversee and provide technical guidance for engineering practice requirements to qualified members, and asset integrity program owners.
  • Determine technical training requirements and develop role-based training materials to assist in implementation and use of engineering governing documents, process engineering, process safety and processes.
  • Engage multi-discipline team to facilitate road mapping, strategy sessions and brainstorming to identify key areas of focus on a variety of technical based initiatives.
  • Provide budget input for process engineering, process safety and engineering governing document development and maintenance activities.
  • Participate in corporate emergency response planning exercises.
