About The Position

Under general supervision, this position plans, organizes, and coordinates the work of Electricians and Instrument Technicians, and performs skilled electrical or instrumentation installation, maintenance, and repair work on water treatment plant and field distribution system equipment and facilities. The Lead Electrical/Instrumentation Technician, Zone 7 is a single position classification located in the Maintenance department at The Zone 7 Water Agency and reports to the Maintenance and Construction Supervisor, Zone 7. This role is responsible for leading, organizing, coordinating, and directing the work of electrical and instrumentation staff, and independently performing skilled electrical or instrumentation maintenance and repair work on a wide variety of pumps, motors, electrical panels, transformers, control systems, instrumentation systems, and related water treatment and distribution equipment. This classification is distinguished from the Maintenance & Construction Supervisor, Zone 7, in that the latter has overall responsibility for the Maintenance work unit, which includes supervisory oversight of all maintenance staff.

Requirements

  • Equivalent of two (2) years of full-time experience in the classification of Electrician, Zone 7, or Instrumentation Technician II, Zone 7 in the Alameda County classified service.
  • OR Equivalent of four (4) years of increasingly responsible full-time journey-level experience in the maintenance and repair of electrical or instrumentation systems in water treatment and distribution systems, power plant, manufacturing plant, refinery plant, utility services or similar industrial environments.
  • Possession of a valid California driver's license.
  • Willingness to work in exposure to potentially hazardous materials, in confined spaces, and outdoors in all weather conditions.
  • Must possess the physical strength to perform work assignments.
  • Willingness to work on-call, and be available for shutdowns, outages, or emergencies, or other urgent Agency issues.
  • Working knowledge of both electrical and instrumentation systems.
  • Sound judgment, initiative, and resourcefulness in addressing unfamiliar or complex issues.
  • Ability to recognize when to independently research a solution and when to seek input or technical expertise from others.

  • Knowledge of electrical theory and principles, including high-voltage systems, Alternating Current (AC)/Direct Current (DC) circuits, control systems, and programmable logic controllers (PLCs).
  • Knowledge of instrumentation theory and principles, including sensors, transmitters, control loops, and data acquisition systems.
  • Knowledge of electrical safety standards and regulations, including California Division of Occupational Safety and Health (Cal/OSHA) regulations, National Fire Protection Association (NFPA) 70 (National Electrical Code), NFPA 70E (Electrical Safety in the Workplace), and applicable industry best practices.
  • Knowledge of Lockout/Tagout (LOTO) principles, procedures, and regulatory requirements, including energy control methods for electrical, mechanical, hydraulic, pneumatic, and stored energy systems.
  • Knowledge of condition-based asset management principles.
  • Knowledge of infrared thermography principles and practices.
  • Knowledge of Computerized Maintenance Management System (CMMS) administration.
  • Knowledge of methods, materials, tools, and equipment used in the installation, maintenance, and repair of electrical and instrumentation systems in industrial facilities.
  • Knowledge of electrical and instrumentation codes, safety standards, and safe work practices.
  • Knowledge of mathematics related to electrical and instrumentation work.
  • Knowledge of principles of lead supervision and team coordination.
  • Ability to plan, schedule, assign, and inspect electrical and instrumentation work.
  • Ability to diagnose, repair, and maintain a wide variety of electrical or instrumentation systems used in water treatment and distribution.
  • Ability to plan and complete electrical or instrumentation work assignments independently.
  • Ability to operate and maintain a variety of tools and equipment used in electrical and instrumentation maintenance.
  • Ability to read and interpret electrical and instrumentation plans, specifications, manuals, and schematics.
  • Ability to estimate materials, tools, and equipment required to complete electrical and instrumentation work efficiently.
  • Ability to communicate effectively and follow written and oral instructions.

Responsibilities

  • Plan, organize, and coordinate the work of Electricians and Instrument Technicians.
  • Perform skilled electrical or instrumentation installation, maintenance, and repair work on water treatment plant and field distribution system equipment and facilities.
  • Lead, organize, coordinate, and direct the work of electrical and instrumentation staff.
  • Independently perform skilled electrical or instrumentation maintenance and repair work on a wide variety of pumps, motors, electrical panels, transformers, control systems, instrumentation systems, and related water treatment and distribution equipment.
  • Perform incidental maintenance work in other trades as needed, such as minor mechanical, carpentry, or concrete tasks.
  • Act as a competent person for Lockout/Tagout, including reviewing, developing, implementing, and auditing LOTO procedures and verifying effective energy isolation.
  • Enforce electrical safety and LOTO compliance, including stopping unsafe work and correcting deficiencies in accordance with regulatory and Agency requirements.
  • Ensure adherence to safe work methods and safety precautions.
  • Train and mentor staff in electrical safety, LOTO, new technologies, and predictive maintenance practices.
