Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry. This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use. Role Summary The Digital Portfolio & Governance Lead serves as the portfolio lead for the OFC Supply Chain Digital Solutions organization, helping establish and maintain the governance processes, prioritization framework, resource visibility, and leadership operating rhythm required to manage a growing digital portfolio. This technical contributor role owns the administration and coordination of the OFC Supply Chain Digital Priority List (DPL), digital intake process, portfolio reviews, and governance activities that drive portfolio transparency and decision-making. The role works closely with Digital Products & Platforms, Planning & Analytics, Transformation & Change, Rapid Response, and OFC leadership to ensure digital work is prioritized appropriately, aligned to business objectives, and balanced against available capacity. The Lead, Digital Portfolio & Governance serves as a key business partner to Digital Solutions leadership by providing portfolio insights, facilitating prioritization discussions, identifying and resolving resource constraints, maintaining governance standards, and helping evolve the organization's long-term digital portfolio management approach. Portfolio and Governance is specifically intended to own portfolio intake, prioritization, resource gap analysis, and steering team operations. In addition to portfolio governance responsibilities, the role may lead small digital projects or targeted improvement efforts where scope, risk, and resource needs are appropriate for the portfolio function.

Requirements

  • Bachelor's degree in Supply Chain, Business, Information Systems, Engineering, Analytics, Operations Management, or related discipline
  • Experience supporting portfolios, programs, projects, business transformation, digital initiatives, supply chain operations, or governance activities
  • Demonstrated ability to facilitate cross-functional discussions involving priorities, resources, dependencies, and business trade-offs
  • Strong analytical and organizational skills with experience working with large data sets, reporting, planning, or operational decision-making processes
  • Experience developing executive-ready presentations, portfolio reports, governance documentation, and decision-support materials
  • Advanced proficiency with Microsoft Excel, PowerPoint, and data organization tools

Nice To Haves

  • Experience within manufacturing, supply chain, logistics, planning, ERP, MES, analytics, or digital transformation environments
  • Experience with portfolio management, PMO activities, project governance, resource planning, or stage-gate processes
  • Familiarity with Planview, AgilePlace, SharePoint, Power BI, Databricks, or similar reporting and portfolio platforms
  • Understanding of SAP, MES, planning systems, reporting environments, or digital operations within a manufacturing organization

Responsibilities

  • Own the OFC Digital Portfolio Management Process: Administer and maintain the OFC Supply Chain Digital Priority List as the system of record for digital initiatives across active, inactive, completed, and future work. Manage portfolio intake processes, initiative documentation, prioritization records, governance workflows, and portfolio data standards to ensure consistent visibility across all digital initiatives. Maintain and continuously improve portfolio artifacts including DPL Active, DPL Inactive, DPL Complete, Project Lookup, prioritization models, and supporting governance documentation that enables informed leadership decisions. The DPL workbook serves as the portfolio system of record and contains prioritization, governance, capacity, and executive review processes.
  • Facilitate Portfolio Prioritization and Governance Reviews: Coordinate and facilitate monthly and quarterly portfolio review sessions with OFC Supply Chain leadership and Digital Solutions management. Drive discussions regarding initiative prioritization, sequencing, resource availability, business impact, risks, dependencies, and portfolio trade-offs. Ensure portfolio decisions are documented, communicated, and reflected in priority rankings and portfolio planning activities. Maintain governance routines that focus leadership discussions on priorities, capacity realities, and business outcomes rather than project-level status reporting. The DPL governance process includes executive reviews focused on priority confirmation, capacity discussions, trade-offs, and decision-making.
  • Provide Portfolio Analytics and Resource Visibility: Partner with Digital Products & Platforms, Planning & Analytics, Transformation & Change, Rapid Response, and SC Solutions team members to develop visibility into portfolio demand, resource utilization, skill constraints, and delivery capacity. Support resource planning and capacity discussions by maintaining portfolio reporting, workload analysis, demand versus capacity views, and executive dashboards. Identify emerging risks, bottlenecks, and competing priorities before they impact project delivery and help leadership evaluate alternative sequencing options.
  • Support Digital Intake, Stage-Gate, and Portfolio Governance Practices: Manage the intake and evaluation process for new digital initiatives, ensuring requests are documented, reviewed, and incorporated into established governance processes. Maintain consistent portfolio standards, stage-gate processes, initiative categorization, prioritization criteria, and decision records. Support the development and refinement of governance practices that improve portfolio transparency, prioritization discipline, and overall execution effectiveness across the Digital Solutions organization. The Portfolio & Governance pod was specifically envisioned as the governance mechanism supporting prioritization and project execution control.
  • Enable Continuous Improvement of Portfolio Management Capabilities: Partner with Digital Solutions leadership to define and mature the long-term portfolio management strategy and supporting toolset. Evaluate and improve methods for intake management, prioritization, capacity planning, executive reporting, portfolio analytics, and governance effectiveness. Support the implementation and optimization of portfolio management technologies and reporting platforms, including tools such as Planview, AgilePlace, SharePoint, Power BI, and future portfolio management capabilities as the organization evolves.
