About The Position

The Alcohol and Gaming Commission of Ontario (AGCO) is seeking a seasoned Lead Data Scientist for its Enterprise Data and Analytics (EDA) Branch within the Information and Information Technology (I+IT) Division. This role offers a unique opportunity to lead and shape data-driven decision-making in a dynamic regulatory organization. The AGCO's data landscape is diverse, with some areas mature and others in early stages of data development. The Lead Data Scientist will define foundational data strategies, develop AI and machine learning solutions, and influence how data informs public policy and service delivery. This position is focused on shaping the future of data at AGCO, uncovering insights from new datasets, advocating for ethical data practices, and enhancing the organization's data maturity. It is an opportunity for a visionary leader to build, influence, and make a difference in the public sector.

Requirements

  • Post-secondary education in data science, artificial intelligence, machine learning, computer science, statistics, or a related field, or an equivalent combination of education and experience.
  • Demonstrated experience using Python and SQL to solve real-world problems, including applying machine learning techniques such as regression, clustering, decision trees, and neural networks.
  • Proven ability in predictive analytics, with a track record of building models that uncover patterns and support data-informed decision-making.
  • Hands-on experience designing, building, and deploying data solutions on cloud-based platforms such as Microsoft Fabric, Azure Machine Learning, Azure Synapse Analytics, Azure Foundry, and Visual Studio.
  • A growth mindset and practical experience across the full data science lifecycle—from data engineering and model development to generating insights and supporting implementation.
  • Strong communication and collaboration skills, with the ability to convey complex analytical findings into actionable insights for both technical and non-technical audiences.
  • Eligibility to work in Canada and the ability to successfully complete a criminal background check.

Nice To Haves

  • Training or certification in generative AI, data engineering, or business intelligence solution development is considered an asset.
  • Familiarity with tools such as SQL Server Integration Services (SSIS) and SQL Server Analysis Services (SSAS) is a plus.
  • Experience in risk modeling and/or geospatial analysis is an asset.

Responsibilities

  • Design and deliver advanced analytics solutions, including predictive models, generative AI, GIS, and business intelligence dashboards.
  • Lead the development of cloud-based data science tools and pipelines using Azure technologies and Microsoft Fabric.
  • Collaborate with cross-functional teams to identify opportunities where data can inform policy, improve service delivery, and support regulatory innovation.
  • Present insights to internal and external stakeholders, translating complex findings into actionable recommendations.
  • Guide the operationalization of models, including field trials, performance tracking, and continuous improvement.
  • Contribute to ethical data governance and help shape the AGCO’s data maturity roadmap.
