About The Position

Our client in the Information Technology and Services industry is looking for a Lead Data Engineer with advanced proficiency in R and experience developing, maintaining, quality assuring, and operating numerical models. The successful candidate will support the calculation of pEPR Local Authority (LA) payments and producer fees, ensuring that models remain robust, transparent, and fit for purpose. The role will also lead the data strategy for the Fees and Payments Calculator teams, identify data requirements, develop processes for gathering and maintaining essential datasets, and collaborate with wider data strategy teams to ensure alignment and reduce duplication.

Requirements

• Demonstrate advanced proficiency in R, including data manipulation using tools such as dplyr and data.table.
• Possess experience in statistical modelling and simulation.
• Develop and maintain reproducible analytical pipelines.
• Apply automated testing and documentation practices to analytical and modelling solutions.
• Demonstrate practical experience using Git and GitHub for version control.
• Bring experience developing, maintaining, quality assuring, and operating numerical models.
• Understand data strategy development, data requirements identification, and dataset maintenance processes.
• Possess experience extracting and analysing data using R-based tools.
• Demonstrate the ability to collaborate effectively across multidisciplinary teams and with external stakeholders.
• Communicate complex analytical findings clearly to non-technical audiences.
• Exhibit strong leadership skills, whether managing a small team or coordinating delivery across teams.
• Demonstrate the ability to build analytical capability and contribute to continuous improvement initiatives.
• Be eligible for BPSS clearance and meet the UK resources requirement.
• Be available to work under a PAYE via Umbrella company arrangement.

Nice To Haves

• Bring experience working with digital partners and regulators to resolve technical issues, preferred.
• Possess experience supporting evidence-based decision-making, policy development, and external communications, preferred.

Responsibilities

• Develop, maintain, quality assure, and operate numerical models used to calculate pEPR fees twice a year.
• Ensure numerical models remain robust, transparent, and fit for purpose.
• Lead the data strategy for the Fees and Payments Calculator teams.
• Identify data requirements and develop processes for gathering and maintaining essential datasets.
• Collaborate with wider data strategy teams to ensure alignment and reduce duplication.
• Work collaboratively across PackUK to ensure data and evidence support decision-making, policy development, and external communications.
• Oversee access to and use of the Report Packaging Data (RPD) portal.
• Coordinate with digital teams and regulators to resolve technical issues affecting the RPD portal.
• Further develop R-based tools for extracting and analysing producer data.
• Apply advanced R proficiency to support data manipulation, statistical modelling, simulation, and reproducible analytical pipelines.
• Implement automated testing and documentation practices.
• Maintain version control using Git and GitHub.
• Communicate complex analysis clearly to non-technical audiences.
• Represent PackUK confidently in industry-facing settings.
• Collaborate with PackUK teams, digital partners, regulators, and external stakeholders.
• Lead small teams or coordinate delivery across teams as required.
• Build analytical capability and contribute to wider improvement initiatives.
