About The Position

Praescient Analytics is a leader in delivering advanced analytic, data engineering, and technology integration solutions in support of the Department of Defense (DoD), Intelligence Community, and federal law enforcement. We are seeking an experienced Lead Data Architect to serve as the primary technical authority for the American Battle Monuments Agency (ABMC) Data Structure and Business Intelligence Consulting project. This role is responsible for designing the foundational data framework and enterprise architecture required to transition the Agency from "stovepiped" data sources into a cohesive, real-time Business Intelligence (BI) environment known as the ABMC Cemetery Status Information System (ACSIS). The Lead Data Architect will oversee the identification, analysis, and structuring of data across 17 countries to support a world-class commemorative mission. Requirements

  • A minimum of 8 years of data architecture development and BI implementation, preferably within the U.S. Federal Government.
  • Extensive experience with the Microsoft Suite (Power BI, SharePoint, Excel) and Microsoft Azure Cloud Computing.
  • Deep understanding of U.S. Federal computing standards, including the Risk Management Framework (RMF) and FIPS 140-3 requirements.
  • Ability to transform qualitative subject matter expert knowledge and transactional data into summarized, actionable BI metrics.
  • Proficiency in facilitating workshops and interviews with senior leadership and functional stakeholders to define KPIs and reporting requirements.
  • U.S. Citizenship is required.
  • Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.

Nice To Haves

  • Familiarity with Oracle Financial Services software and Archibus Integrated Facilities Management System.
  • Knowledge of Large Language AI licenses, such as Microsoft Copilot , and how they can be leveraged for BI development.
  • Possession of or experience with industry certifications such as CMMI-DEV/SVC Level 3 , ISO 9001 , or ISO 27001 .

Responsibilities

  • Enterprise Data Modeling: Develop a comprehensive enterprise data model and common data framework that accounts for approximately 60% of the total project effort.
  • Data Assessment & Strategy: Lead the assessment of existing data structures—including Microsoft SharePoint, Excel, and Access—and provide recommendations for transforming "digitally unfriendly" formats into accessible BI-ready data.
  • System Architecture Design: Design the technical environment for ACSIS, ensuring full compatibility with the Agency’s Microsoft-based stack, including Power BI , Azure Cloud, Teams, and OneDrive.
  • Data Integration: Establish the architecture to integrate disparate datasets from individual directorates and systems like Oracle Financials and Archibus into a unified view.
  • Governance & Standards: Define metadata structures, data standards, and performance metrics (e.g., Green/Amber/Red assessment criteria) to ensure long-term system sustainability and data quality.
  • Technical Leadership: Collaborate with Data Engineers and BI Developers to ensure the architecture supports scalable dashboard development for 26 cemeteries and 31 monuments.
  • Security & Compliance: Ensure all architectural solutions comply with U.S. Federal standards, including NIST 800-53 (Moderate baseline) , FISMA, and GDPR.
