About The Position

This position oversees the management of projects to implement the MES modularity systems, corresponding with agency and project staff. The role manages the entire project lifecycle, ensuring all agency, procurement, and project deadlines are met. It involves defining product and service objectives to oversee quality control, coordinating with internal and external stakeholders as the lead for advisory committees, and meeting with department personnel regarding procurement and implementation. The role also includes researching topics for identified procurement services, drafting documents based on research and similar state contracts/proposals, and evaluating outcomes. Additionally, it involves contributing to and preparing reports and memos for management and elected officials, corresponding with CMS, partners, vendors, legal counsel, and other program staff on Medicaid regulations, and tracking progress and timeframes for project documents to ensure compliance with State and Federal procurement guidelines. The position requires reviewing work output from program staff and coordinators for accuracy and completeness, coordinating standards and best practices with the Agile Center of Excellence, and providing system service coordination with external vendors and internal LDH sections. The Senior Manager will also assist the Medicaid Project Director, Section Chief, and Medicaid Deputy Director on special projects, and perform other assigned tasks.

Requirements

  • Bachelor’s degree.
  • Minimum 5 years professional experience in project management.
  • Minimum 4 years professional experience in public speaking, presentation and/or training environment, presenting information to technical and non-technical audiences.
  • Excellent analytical skills.
  • Effective organizational and time management skills.
  • Great attention to detail and follow up.
  • Verbal/written communications skills.
  • Professional experience working with Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint.
  • Ability to work in a fast-paced environment.

  • Minimum 6 years professional experience in a project management related field.
  • Minimum 5 years professional experience in public speaking, presentation and/or training environment.
  • Minimum 3 years professional experience with large scale software conversions or implementations.
  • Minimum 2 years professional experience with project management software: Microsoft Project, JIRA, or relevant industry software.

Responsibilities

  • Oversee the management of projects to implement the MES modularity systems.
  • Manage the entire project lifecycle, ensuring all agency, procurement, and project deadlines are met.
  • Define the objectives of products and services to oversee quality control throughout their lifecycles.
  • Coordinate with internal and external stakeholders, serving as the lead for advisory committees.
  • Meet with various department personnel and officials regarding matters relating to procurement and implementation.
  • Research various topics based off requests from sections or units needing identified procurement services.
  • Draft documents based off research and text from similar state contracts/proposals and evaluate outcomes from implementation of said states’ requested services.
  • Contribute to and prepare reports and memos for management and elected officials.
  • Correspond and meet with CMS, partners, vendors, legal counsel and other program staff on regulations regarding the Medicaid program to establish project requirements and resolve conflicts timely.
  • Track progress and timeframes on various documents and ensure project documents are complete in accordance with State and Federal procurement guidelines and stored appropriately.
  • Review work output completed by program staff and procurement support team coordinators for accuracy and completeness.
  • Coordinate standards, procedures, and best practices with the Agile Center of Excellence to ensure efficient and effective division operations.
  • Provide system service coordination with external vendors and internal LDH sections.
  • Assist the Medicaid Project Director, Section Chief, and Medicaid Deputy Director on special projects.
  • Perform other tasks as assigned.
