About The Position

Westbank First Nation (WFN) is a progressive and prosperous self-governing First Nation located in the Okanagan Valley. The Law Enforcement Manager plays an integral role in leading, developing, and overseeing Law Enforcement Officers (LEOs) and providing recommendations and advice to the Council Secretariat. This position carries out key strategic priorities within the WFN Government Strategic Plan.

Requirements

  • Degree in Justice Studies or related field
  • Minimum of 5 years of recent experience working in a First Nations Government, Enforcement, or related field
  • Minimum of 5 years of experience in supervising and leading personnel
  • Experience in financial management including budget planning and responsibilities
  • Equivalent combination of education, training and experience may be considered
  • Criminal Record Check with results acceptable to WFN
  • Valid Class 5 Driver’s License and Acceptable Driver’s Abstract
  • Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation.
  • Knowledge of WFN Community Services programs, services and matters
  • Working knowledge of government processes and procedures
  • Working knowledge of law enforcement processes, protocols and procedures
  • The ability to understand, decipher, and summarize laws, policies and legislative materials
  • High level communications, organization, and strategic analysis
  • Ability to perform duties under pressure with accuracy while maintaining attention to detail
  • Ability to evaluate and analyze situations and make recommendations for resolution in a short time frame
  • Ability to oversee projects, allocate tasks appropriately, and analyze input from participants to achieve best results
  • Demonstrated proficiency in the use of the entire Microsoft Office suite
  • Excellent written and oral communication skills
  • Commitment to WFN standards, procedure, and code of ethics including an understanding of WFN values and culture and standards of confidentiality.

Responsibilities

  • Works as an integral member of WFN’s management team towards the successful delivery of key government priorities.
  • Serves as a knowledgeable and trusted resource to WFN to ensure initiatives are in line with the WFN Constitution and WFN laws.
  • Manages all aspects of the Law Enforcement Officer team.
  • Is responsible for managing all aspects of departmental budgeting the Law Enforcement budget.
  • Encourages and supports appropriate training and education for reports.
  • Leads and encourages LEO’s to meet their deliverables under the Council Secretariat Departmental Strategic Plan.
  • Collaborates with outside agencies on best practices and directs law enforcement services to WFN.
  • Provides leadership to WFN’s Law Enforcement Officers in the development of new initiatives beneficial to the Nation.
  • Identifies new initiatives to expand/broaden WFN’s jurisdiction with respect to law enforcement and the preservation of WFN Lands and natural resources.
  • Develops functional and beneficial relationships with outside agencies consistent with the overall protection of WFN lands.
  • Negotiates and develops work plans consistent with agreements for enhanced services with the Conservation Officer Service of British Columbia.
  • Represents WFN as a member of the Public Safety Canada National Stakeholder Panel on First Nation Policing.
  • Understands, analyzes, and interprets Federal and Provincial legislation and regulations.
  • Participates at a high level in the drafting of laws and the law enactment process, in accordance with the WFN Constitution.
  • Acts as Chair of the Community Consultative Group (CCG) under the Community Tripartite Agreement for policing WFN lands.
  • Guides and facilitates the CCG’s delivery of its policing priorities for the WFN community to WFN Council and to the RCMP.
  • Negotiates agreements and protocols with the RCMP and other governmental agencies to advance policing and public safety initiatives for WFN.
  • Maintains confidentiality on all WFN governmental and administrative matters.
  • Performs other duties and responsibilities as necessary in the performance of the position, and as assigned by the Council Secretariat.
