About The Position

Under the direction of the Special Districts Manager, this position primarily oversees, monitors, and inspects the work of contractors performing landscape maintenance services, manages irrigation systems and schedules, and responds to resident concerns related to landscaping and maintenance.

Requirements

  • High School Diploma or GED equivalent.
  • Three years of experience performing administrative and/or technical support work, or in a related field.
  • Possession of, or ability to obtain, a valid Class C California driver license and a safe driving record.
  • Ability to read, understand, and interpret landscape and irrigation construction plans, drawings, and specifications.
  • Knowledge of irrigation management systems, such as WeatherTrak.
  • Knowledge of principles and practices of contract preparation and the ability to comprehend bid specifications and ensure contractor’s work meets these specifications.
  • Knowledge of irrigation system inspection methods and procedures, with the ability to collaborate with contractors to ensure proper operation and resolve issues involving irrigation systems, controllers, valves, and water management equipment.
  • Strong problem-solving and leadership skills, and the ability to work effectively with contractors to ensure they provide quality services, meet deadlines, and resolve issues that arise.
  • Strong interpersonal skills and the ability to establish positive working relationships with City staff, members of the public, representatives of homeowner associations, community organizations, and state/local agencies.
  • Ability to represent the City in a professional and service-oriented manner.
  • Strong project management and organizational skills and the ability to manage time effectively to meet deadlines; ability to coordinate assigned duties with other City staff and programs.
  • Must have the ability to work and accomplish tasks independently and with limited supervision.
  • Knowledge of proper English and grammar and the ability to write clear, concise, and comprehensive letters and reports.
  • Strong written and verbal communication skills, including the ability to communicate effectively with City staff, members of the public, representatives of homeowner associations, community organizations, and state/local agencies.
  • Ability to interpret financial reports, charts, and analytical data.
  • Strong computer skills, specifically, using Word, Excel, and Outlook.
  • Ability to respond to after-hours emergencies.
  • Ability to lift, drag, and push files, paper, and documents weighing up to 25 pounds.

Nice To Haves

  • Experience in parks, landscape, and/or tree maintenance is highly desirable.
  • Bachelor’s degree in landscape architecture or related field is highly desirable.
  • Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered.

Responsibilities

  • Reviews, inspects, and verifies the work of contractors to ensure plans and specifications are adhered to and in compliance with contract provisions for landscaping, maintenance, irrigation systems, and backflow prevention; monitors work on medians, parkways, right of way, and other areas of landscape maintenance districts.
  • Receives and manages customer service requests from internal and external customers for maintenance, repair, modification, or review of LMD contractor service and performance.
  • Responds to public inquiries and concerns in a courteous manner and provides accurate information in a timely manner; determines appropriate corrective action necessary to resolve concerns in an efficient and timely manner; coordinates activities with City staff in resolving concerns.
  • Provides input and participates in the revision of landscape contracts and procedures; assists with various projects and policy implementations.
  • Prepares, drafts, and presents written reports of inspections; maintains a variety of records of operations, maintenance, and work performed; prepares reports on landscape operations and activities as necessary.
  • Establishes positive working relationships with City staff, members of the public, representatives of homeowner associations, community organizations, and state/local agencies.
  • Responds to after-hour emergencies, including downed trees or limbs and flooding due to broken irrigation infrastructure.
  • Attends and participates in meetings and seminars.
  • Performs other duties as assigned.
