About The Position

The Landfill Program Manager's responsibilities include managing and overseeing the Y-12 Landfill and DAR Programs and personnel to meet safety, security, quality, and customer performance expectations, while ensuring compliance and implementation of all requirements that directly support the Landfill and DAR Programs. These requirements include all pertinent laws, regulations, Executive Orders, and DOE Orders and requirements for management and disposition of landfill and DAR materials for Y-12.

Requirements

  • Bachelor's degree: Minimum 7 years of relevant experience.
  • Fifteen (15) or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e. , High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
  • Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
  • The ability to obtain and maintain a Department of Energy Q clearance is required.
  • This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
  • This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

Nice To Haves

  • Bachelor's degree in technical/science/engineering/other equivalent field plus five (5) or more years of experience in supervision, operations, environmental, material disposition, security, and technical functions
  • Ability to meet 24-hour Hazwoper requirements, as well as Department of Transportation Hazardous Materials training, Conduct of Facility Operations (Conops), RadWorker II, Subcontractor Technical Representative training, and working knowledge of RCRA, polychlorinated biphenyls (PCB), environmental, security, and recycle and reuse requirements that form the basis of training needs
  • Working knowledge of property, purchasing, Department of Transportation (DOT), the HMID process/system, environmental management systems, and environmental regulatory requirements, and a working knowledge of chemicals
  • Working knowledge of Resource Conversation and Recovery Act (RCRA) and Toxic Substance Control Act (TSCA) regulations/requirements/etc.
  • Effective communication skills (verbal and written), and the ability to work effectively in a team environment
  • Ability to be comfortable in both office and field environments

Responsibilities

  • Oversees the Y-12 Landfill Acceptance process, coordinates the delivery of all Y-12 related landfill materials, and interfaces with the Department of Energy-Environmental Management (DOE-EM) contractor for all Y-12 matters related to the onsite landfill
  • Oversees the DAR Program
  • Manages the daily operations/activities for the Landfill and DAR Programs, including the Landfill and DAR Supervisors, to meet federal and state requirements and Y-12 objectives/goals, which includes coordination with all Environmental, Safety, and Health (ESH) disciplines, Landfill Subcontractor, Security, Waste Engineers, Projects, and customers
  • Manages DAR, Landfill 5, Landfill 7, Spoils, and Classified Landfill materials in a safe, secure, efficient, effective, and compliant process
  • Integrates, plans, and executes collection, management, and shipment of landfill and DAR materials from all Y-12 facilities and offsite CNS managed locations to meet landfill acceptance criteria, safety, security, quality, fire protection, CONOPS, and compliance with all DOE Orders, procedures, plans, regulations, radiological, and environmental permits, and customer expectations
  • Coordinates with Production, Security, Construction, and ES&H
  • Interviews, hires or makes hiring recommendations; evaluates performance, coaches, and counsels; rewards and disciplines employees, as appropriate; trains and develops staff
  • Handles personnel matters associated with the work group; handles employee complaints and resolves personnel problems
  • Provides leadership and personal interaction to promote a positive work environment and encourage individual involvement; sets expectations for cohesiveness, collaboration, and teamwork within the team and across organizations
