About The Position

This is an administrative professional that assists with analyzing incentive requests and financial data and managing land development projects. Key responsibilities include project management, incentive analysis, compliance monitoring, budget management, stakeholder management, land acquisition, market analysis, financial analysis, environmental analysis and strategic planning. This role is responsible for coordinating, promoting, implementing and managing programs, projects and initiatives implemented pursuant to the City’s adopted community redevelopment plans, authorized under Florida Statute, Chapter 163, Part III. Employees serve as technical staff to the City of Pensacola Community Redevelopment Agency (CRA) to carry out the duties of the Agency. Work is performed in accordance with pertinent state and municipal laws and ordinances. The position requires considerable independent judgement and initiative. Performance is evaluated through observed and attained results.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in public administration, Finance, Business Administration, Community Development, Economic Development, Urban/Regional Planning, or other closely related field.
  • Three (3) years of progressively responsible and pertinent experience in any combination of the following: Banking/Financial Analysis/Underwriting or Real Estate, Land, Economic and/or Community Development with a focus on financial analysis and/or underwriting; Or an equivalent combination of education and experience.
  • Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.
  • Knowledge of financial analysis and underwriting principles related to commercial and economic development projects.
  • Knowledge and understanding site plans, infrastructure requirements and construction processes.
  • Skilled in project management, planning, executing and monitoring land development projects from start to finish.
  • Ability to navigate and comply with local, state and federal regulations related to land development.
  • Ability to develop and manage project budgets, forecast costs and analyze financial performance.
  • Ability to conduct thorough assessments of potential land acquisitions, including environmental and regulatory reviews.
  • Ability to communicate effectively with stakeholders, including development partners, contractors, regulators, upper management
  • Ability to resolve disputes and secure approvals.
  • Ability to Identifying and resolving challenges that arise during the development process.
  • Ability to conduct efficient and effective meetings.

Responsibilities

  • Coordinates, manages, and strategically plans projects, programs, and incentives identified under the City’s adopted strategic plan and community redevelopment plans, advancing strategic priorities and redevelopment and economic development objectives through all phases of development.
  • Manages and assists in the development of solicitations, Requests for Proposals (RFPs), and program policies and guidelines for incentive programs involving housing, infrastructure, and commercial development.
  • Analyzes development proposals for qualifications, overall project feasibility, and attainment of City goals; conducts financial feasibility analysis including review of proformas, operating budgets, and financial data, both independently and in collaboration with consultants.
  • Manages real estate transactions in support of redevelopment and economic development objectives, including identification and acquisition of property and entitlements, due diligence, feasibility analysis, and coordination of project closings.
  • Negotiates, administers, and enforces redevelopment, incentive, and land development agreements; tracks project milestones and deliverables; and oversees reporting, documentation, compliance, and risk management.
  • Manages the public approval process, including preparation and presentation of CRA and City Council agenda items, and coordinates public-private partnerships to advance redevelopment and economic development goals.
  • Cultivates external relationships with developers, property owners, and industry organizations to advance redevelopment goals and foster investment in the CRA districts and City.
  • Coordinates grant applications and administers grant programs in support of redevelopment and economic development initiatives.
  • Monitors best practices and strategies to leverage available incentive tools, including the Live Local Act, equity sharing programs, competitive RFAs, LIHTC financing, CRA tax increment financing, Opportunity Zones, Maritime Prosperity Zones, and other federal, state, and local economic development incentives as made available.
  • Performs other related duties as assigned.
