About The Position

The Florida Department of Environmental Protection’s Division of State Lands is Florida’s lead agency for environmental management and stewardship and serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Board of Trustees). Within the Division of State Lands, the Bureau of Real Estate Services (BRES) manages all aspects of real property transactions on behalf of the Board of Trustees, including negotiation, acquisition, disposition, exchange, donation, and closing of real property. BRES also administers statewide contracts for title and closing services, as well as environmental site assessments. To support the Florida Department of Environmental Protection’s mission, BRES regularly collaborates with other agency divisions, water management districts, and state agencies serving as land managers to negotiate and facilitate real estate transactions that advance critical conservation and operational objectives.

Requirements

• Knowledge of: State and federal laws, rules, and regulations concerning acquisition and related activities; the methods of data collection and analysis; basic management principles and practices.

Responsibilities

• Spends majority of their time motivating, training, and evaluating employees as well as planning and directing employees’ work.
• Responsible for fostering a culture of teamwork, common sense, and accountability.
• Has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
• Performs intermediate managerial work identifying tasks and strategies to meet Division of State Lands responsibilities and organizing the staff to effectively fulfill their duties within the Division of State Lands.
• Effectively communicates, motivates, trains, and evaluates on direct work performance and is responsible for time and attendance of subordinates. Responsible for active coordination of BRES activities with activities of other Division of State Lands Bureaus.
• Oversee and coordinates conservation easements with the Division of State Lands’ Office of Environmental Services and manages special appropriation projects.
• Perform part of the negotiations with sellers and buyers, which requires exercising judgment and decision making within the context of major land transactions.
• Coordinates with other state agencies and partners to ensure successful processing of agency land acquisition projects.
• Assists with the planning, development, and implementation of procedures and policies required for state land acquisitions and exchanges.
• Assists staff in the specific work areas of land acquisition and project selection for land acquisition under the Florida Forever program, under the respective statutes cited above. Participates in the triage review process.
• Oversee staff in the development, compilation of data, and preparation of agenda items and delegations, and compiles the necessary backup information such as maps, title history, site specifications, and appraisals relating to the acquisition of state land for presentation to the Acquisition and Restoration Council and to the Board of Trustees as required.
• Coordinates with the Division of State Lands’ Office of Environmental Services on negotiation of terms for conservation easement land acquisition transactions and ensures agreement with landowner prior to proceeding with acquisition process.
• Conducts research on specific problems relating to the acquisition and exchange of state lands, and proposes solutions and/or process improvements, and advises higher level management if problems and policies related to programmatic or operational issues are involved.
• Oversee the development, compilation, and maintenance of a database and tracking system to generate data for reporting the status of the acquisition program and prepare reports relating to same. Ensure compliance with all statutes, rules, current policies, and procedures in regard to all land acquisition and exchange activities.
• Provide assistance with data collection and development of acquisition plan forecasts, timelines, project plans, and other related land acquisition closing matters.
• Supervises special projects as needed and directed by Division of State Lands leadership.
• Performs other related duties as assigned.
