About The Position

Performs a variety of manual labor and semi-skilled work tasks involved in the maintenance of roads, buildings, structures, parks, grounds, and equipment or in refuse collection work. This is a registration recruitment with no examination. Persons who qualify will be placed on the registration list in accordance with their availability to work in the various geographical districts on the Island of Hawai'i and conditions of employment. The registration list will be used for Laborer II permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment. For Department of Public Works positions, must be available for stand-by-duty and be able to respond within 30 minutes to the baseyard in emergencies for the districts you indicated you are available to work (days, nights and weekends).

Requirements

  • Possession of a valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license at the time of filing, as applicable to position.
  • Must be available for stand-by-duty and be able to respond within 30 minutes to the baseyard in emergencies for the districts you indicated you are available to work (days, nights and weekends).
  • Ability to perform heavy lifting and other heavy manual labor.
  • Ability to handle and use appropriate tools and equipment safely.
  • Ability to learn various semi-skilled work tasks, including the operation of simple power equipment and machinery.
  • Ability to learn common methods, procedures, and materials used in general construction and maintenance work.
  • Ability to understand and follow written and oral instructions, including guidelines regarding safety practices.

  • As applicable to the position, possession of a current Department of Transportation Medical Examiner's Certificate is required prior to appointment.

Responsibilities

  • Operates a jackhammer or other pneumatic tools in breaking or cutting pavement and digging or backfilling trenches.
  • Loads and unloads materials and supplies.
  • Cuts grass, weeds, mows lawns, and cleans sidewalks, highway shoulders, medial strips, and other roadside areas.
  • Cuts trees and trims overhanging branches along public highways or any other county-owned areas, using climbers, power saws, etc.
  • Loads concrete mixer; assists in mixing and pouring concrete, erecting concrete forms, and repairing sidewalks.
  • Operates a bitumul spreader for resurfacing, leveling, patching, or paving of roads.
  • May assist mason by helping to set rocks or cutting same.
  • Grades surfaces using hand tools.
  • Spreads and levels cinders, gravel, rocks, asphaltic concrete, or any other macadamized or bituminous materials by hand on road construction projects.
  • Assists in repairing wooden bridges.
  • Assists in building forms retaining walls, rip rap walls, and reinforcing shoulders.
  • Assists in painting, repairing, and erecting guard rails, fences, and signs.
  • Cleans culverts, storm drains, and drainage ditches of weeds, rubbish, and other debris.
  • Loads refuse and other debris onto trucks.
  • Cleans around refuse collection areas.
  • Removes dead animals from public highways.
  • Clears roads and highways of debris, dirt, branches, rocks, and other hazardous obstruction after heavy rains.
  • Assists with opening and closing of graves.
  • Operates light motorized equipment; may operate light vehicles such as dumpers, flatbed, and crew cabs including vehicles with GVW of 10,000 – 15,000 pounds to transport personnel, light equipment, and/or supplies for daily maintenance operations.
  • Services motorized equipment by checking and filling gasoline tanks, checking and filling oil, checking and filling water in batteries, checking air pressure in tires, filling water in radiators, and repairing flat tires; washes and greases cars; may perform minor maintenance to vehicles or equipment.
  • Performs other related duties as assigned.
