The Labor Relations Officer 2 at Heartland Behavioral Healthcare serves as a key resource in supporting the hospital's labor relations functions. This position partners closely with hospital leadership, supervisors, and labor representatives to ensure alignment with labor agreements, organizational policies, and state personnel practices. The role requires substantial independence, sound judgment, and the ability to navigate complex employee-relations matters. Requirements

  • 24 mos. exp. in collective bargaining, which included labor relations & handling of grievances.
  • OR The completion of undergraduate core program in human resources management or public or business administration that included coursework in human resources or labor relations.
  • OR 12 mos. exp. as Labor Relations Officer 1, 63471.
  • OR The equivalent of Minimum Class Qualifications For Employment noted above.

Responsibilities

  • Lead and coordinate labor relations activities for the assigned facility/office, ensuring issues are addressed promptly and fairly.
  • Conduct fact-finding, internal reviews, and inquiries related to workplace concerns, disciplinary matters, and contractual disputes.
  • Provide guidance to supervisors and managers on contract interpretation, workplace expectations, and approaches for resolving personnel issues.
  • Prepare and present management’s position during grievance proceedings, meetings, and other dispute-resolution processes.
  • Facilitate labor–management discussions, foster cooperative relationships, and support communication between agency leadership and employee organizations.
  • Develop and deliver training for managers and staff on labor relations topics, workplace practices, and procedural requirements.
  • Oversee processes related to workplace monitoring programs, internal compliance measures, and required reporting activities.
  • Maintain accurate records, documentation, and case files; ensure timely follow‑up on all assigned matters.
  • Participate in agency-wide committees, workgroups, and operational reviews as needed.
  • Support HR operational needs and perform related duties consistent with the role’s scope.
