About The Position

This is senior lead/supervisory level professional staff work with administrative responsibilities performed in support of the Office of Human Resources, Employee and Labor Relations Division. The incumbent assigned to this position will perform advanced administrative staff work for a in the functional area assigned. Work is performed under the general supervision of the Deputy Director with considerable independence, and requires strong research, writing, analytical, and organizational skills.

Requirements

  • Bachelor’s degree from an accredited College or University in Liberal Arts, one of the Social Sciences, or Public or Business Administration; or field closely related to assignment/functional area.
  • Two (2) years of progressively responsible administrative experience in government or business.
  • An equivalent combination of relevant education and experience may be considered.

  • Previous experience preparing legal and/or legislative documents.

  • Thorough knowledge of the principles and practices of public administration.
  • Working knowledge of the County’s legislative processes.
  • Working knowledge of employment law, labor relations law and collective bargaining unit negotiations.
  • Exceptional meeting/proceedings recorder.

Responsibilities

  • Researches applicable laws, regulations, ordinances, and best practices affecting human resources operations and assists in the development, revision, and implementation of personnel policies and procedures.
  • Drafts, edits, and formats legislative documents, resolutions, reports, agenda materials, and supporting memoranda for consideration by the County Council or other governing bodies.
  • Serves as a liaison among human resources staff, legal counsel, executive management, and legislative bodies.
  • Coordinates the collection of supporting data and documentation.
  • Tracks legislative actions; and assists with the preparation of materials for council meetings and other official proceedings.
  • Maintains records of activity related to collective bargaining agreements, policy development, and legislative drafts.
