About The Position

This position is full-time and located in Downtown, Honolulu, Oahu. The Labor Law Enforcement Specialist V role involves supervising lower-level enforcement specialists in complex labor law compliance investigations, planning and coordinating program activities, assigning and evaluating work, and directing training. Alternatively, it can involve program specialist work in a staff office, focusing on program development, evaluation, policy creation, and legislative/rule changes. A third aspect includes serving as a working supervisor overseeing administrative hearings on complex complaint cases and appeals, planning and directing hearings, and supervising/training specialists who conduct hearings.

Requirements

  • Graduation from an accredited four (4) year college or university with a bachelor’s degree. Excess work experience may be substituted on a year-for-year basis.
  • Three and one-half (3 ½) years of progressively responsible professional work experience which involved the application of labor laws and rules as a primary function, in performing investigations, and/or enforcing and promoting compliance with state laws and rules pertaining to wage and hour; wages and hours of employees on public works; payment of wages and other compensation; family leave; and child labor.
  • Knowledge of report writing and an understanding of mathematical principles and practices and their application.
  • Knowledge of basic investigation methods and techniques; and interviewing methods and techniques.
  • Knowledge of departmental policies and procedures.
  • Extensive knowledge of pertinent labor laws, rules, regulations, and investigative methods and techniques; and familiarity with current and proposed legislation that may affect the enforcement program.
  • Ability to add, subtract, multiply and divide quickly and correctly.
  • Ability to analyze and evaluate facts; use mathematical reasoning to solve problems.
  • Ability to communicate effectively both orally and in writing.
  • Ability to exercise tact, diplomacy and discretion in dealing with others.
  • Ability to understand and interpret pertinent labor laws, rules, and regulations.
  • Ability to understand and apply methods and techniques of interviewing and investigation.

Responsibilities

  • Supervises a staff of lower level enforcement specialists engaged in conducting predominantly highly complex labor law compliance investigations.

  • Plans, directs and coordinates hearings and pre-hearing conferences.
  • Recommends revisions to operating methods and guidelines.
  • Prepares budget recommendations.
  • Supervises and trains lower level enforcement specialists conducting hearings.
  • Conducts administrative hearings.
