About The Position

The Underground Maintenance Inspection Labor Foreman is responsible for supervising field crews performing underground utility inspections, maintenance, repairs, and associated labor activities. This position ensures work is completed safely, efficiently, and in compliance with company standards, customer specifications, and applicable regulations. The Foreman coordinates daily work activities, conducts inspections, manages personnel, and serves as the primary point of contact between field crews, project management, and clients.

Requirements

  • High school diploma or GED.
  • Minimum 3-5 years of underground utility construction, maintenance, inspection, or related experience.
  • Minimum 1-2 years of crew leadership or foreman experience.
  • Valid driver's license with an acceptable driving record.
  • Ability to read and interpret construction drawings, utility maps, and project specifications.
  • Strong understanding of underground utility systems and excavation practices.
  • Knowledge of OSHA safety regulations and safe work practices.
  • Strong leadership, communication, and organizational skills.

Nice To Haves

  • CDL (Commercial Driver's License).
  • OSHA 10 or OSHA 30 certification.
  • Competent Person Training.
  • Utility locating experience.
  • Confined Space Entry certification.
  • First Aid/CPR certification.
  • Experience working in industrial, municipal, or infrastructure maintenance environments.

Responsibilities

  • Supervise and coordinate underground maintenance and inspection crews on assigned projects.
  • Plan, assign, and oversee daily work activities to ensure project schedules and production goals are met.
  • Conduct inspections of underground utility systems, including water, sewer, storm drain, electrical, telecommunications, and other infrastructure networks.
  • Ensure all maintenance, repair, rehabilitation, and excavation activities are completed according to project specifications and quality standards.
  • Interpret plans, utility maps, work orders, specifications, and inspection reports.
  • Lead daily safety meetings, job hazard analyses (JHAs), and toolbox talks.
  • Enforce compliance with company safety policies, OSHA regulations, and client requirements.
  • Coordinate utility locates and ensure proper excavation practices are followed.
  • Monitor crew productivity, work quality, and equipment utilization.
  • Inspect completed work and document deficiencies, corrective actions, and project progress.
  • Complete daily reports, timekeeping records, equipment logs, and production tracking documentation.
  • Communicate project status, safety concerns, and resource needs to supervisors and project managers.
  • Train, mentor, and develop laborers, operators, and inspection personnel.
  • Ensure proper use and maintenance of tools, vehicles, and equipment.
  • Respond to emergency maintenance situations and support after-hours callouts as needed.
