About The Position

The Contractor Registration Program protects the citizens of Washington and their property by regulating contractors in the construction industry. This position supports that mission by providing organization-wide responsibility for the Homeowner Recovery Program, a specialized component designed to ensure financial relief is available to eligible homeowners and to strengthen overall consumer protection efforts. Operating under general direction with statewide impact, this position ensures the integrity, consistency, and sustainability of the recovery component. This position provides subject matter expertise, support informed decision-making, and ensures the program remains responsive to applicants needs while aligning with statutory requirements and broader agency objectives. The assigned duty station for this position is Tumwater, Washington. The expected time spent in-office will be 3 days per week. This position plays an important role in the agency goal 3: Make it easier to do business with L&I and goal 4: Help honest workers and businesses by cracking down on the dishonest ones.

Requirements

  • Bachelor’s degree in a relevant field and at least two (2) years of experience in planning, policy analysis, and coordination/consultation with a variety of public and private agencies, organizations, and/or levels of government; or An equivalent combination of education and experience demonstrating the ability to perform the work; or Six (6) years of relevant professional experience in planning, policy analysis, and coordination/consultation with public and private entities or across multiple levels of government.
  • Communicate topics that are complex in nature both in a clear easy to understand manner both in verbally and in writing.
  • Understanding of the Contractor Registrations rules, regulations, and processes
  • Critical Thinking Skills – use purposeful and reflective judgment to collect, process, analyze, interpret, explain, evaluate, illustrate, and compare information.
  • Ability to work independently.
  • Ability to take the initiative and manage assignments and meetings without direct authority and with flexibility.

Nice To Haves

  • Researching and Gathering Information: Identify research needs and formulate methodology and reporting requirements.
  • Conduct studies that may include preparation of flow charts, staffing estimates, and resource utilization.
  • Effectively identifies, collects, organizes, and documents data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation.
  • Analysis: Analyze, interpret, and explain complex data and information to agency executive management using a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions.
  • Recognize the relatedness of information in various forms and from various sources.
  • Ability to see underlying patterns in otherwise diverse sources of input.
  • Identify and analyze issues and determine the best solution to resolve or respond, providing options and using knowledge of agency and statewide rules and policies as appropriate.
  • Utilize graphic, oral and written reporting methods to prepare, present, and interpret for executive management the conclusions and recommendations resulting from the analysis.

Responsibilities

  • Administer the Homeowner Recovery Program, which provides financial relief to eligible homeowners who obtain qualifying judgments against registered contractors.
  • Review and evaluate homeowner recovery applications to ensure all required documentation is complete and meets statutory and program requirements.
  • Calculate statutorily allowable payout amounts based on court judgments and applicable limits established in RCW 18.27.410.
  • Manage and monitor program waitlists when fund availability requires delayed payment, ensuring applicants are tracked and processed in accordance with statutory and program guidelines.
  • Maintain, validate, and analyze program data related to homeowner recovery claims, judgments, and payouts to ensure accurate records and program transparency.
  • Generate, compile, and analyze program reports to monitor claim activity, fund expenditures, and program trends.
  • Identify program trends, policy gaps, or operational challenges that may require statutory clarification or legislative changes.
