About The Position

This effort provides Analytical Support Services to the U.S. Army Counterintelligence (CI), Counterterrorism (CT), and Human Intelligence (HUMINT) enterprise, supporting the United States Army Counterintelligence Command (USACIC), its subordinate commands, and associated activities. The Knowledge Management (KM) Systems Development Specialist MID designs, implements, and optimizes SharePoint-based KM solutions. Supporting process improvement, data management, and collaborative information sharing across analytic and operational functions. The specialist will work closely with Government clients, KM working groups, and technical teams to enhance organizational knowledge flow, develop governance structures, and facilitate KM best practices.

Requirements

  • Security Clearance: Active TS/SCI with a favorable polygraph
  • US Citizenship Required
  • Masters and 6 yrs of relevant experience; Bachelors and 8 yrs relevant experience; Associates and 10 yrs of relevant experience; High School degree and 12 yrs of relevant experience.
  • Minimum of 4 years KM experience.
  • At least a portion of the experience within the last 2 years.
  • Must have Security+ CE certification and have completed a Site Collection Administration training course equivalent to Microsoft MS55033
  • Experience developing and implementing SharePoint solutions and KM practices
  • Experience facilitating working groups, conducting surveys/interviews, and producing detailed reports
  • Familiarity with Army FM 6-01.1 or similar KM doctrine
  • Ability to manage content across multiple networks and portals
  • Strong written and verbal communication skills, including drafting SOPs and position papers

Nice To Haves

  • Prior experience with intelligence, CI operations support, or analytic environments
  • Experience migrating content from shared drives or legacy repositories to SharePoint
  • Understanding of strategic communications within operational environments

Responsibilities

  • Provide development and improvement recommendations of KM systems; design and implement SharePoint-based process improvement solutions
  • Align organizational processes and technologies to improve information sharing across analysts and mission stakeholders
  • Utilize centralized and peripheral databases, content management systems, and records management tools to shape workflows and support analytic production
  • Compile reports on performance metrics, usage statistics, and capability requirements related to KM systems, including search, discovery, storage, retrieval, tasking, and formal production processes
  • Produce position papers assessing the effectiveness of current organizational SOPs and processes, including insights from KM Working Group (KMWG) discussions
  • Employ collaboration techniques and tools, distributing relevant information, and gathering required inputs to support KM initiatives
  • Conduct and report on surveys and interviews to identify and improve knowledge-sharing methods within and across organizational levels
  • Participate in meetings to ensure requirements are met through the development of governance and maintenance plans, custom workflows, site themes, content management structures, and content migration strategies
  • Deliver weekly status updates, identifying planned versus actual progress, surveys/interviews completed, meetings attended, and recommended actions
  • Provide CI Operations Trends and Strategic Communications support
