About The Position

The K-8 Program Manager is responsible for and will have direct oversight of Congreso’s Elementary and middle school after school programming, summer camp and PYN/Work Ready for middle school. Our K-8th programs engage young people through creative and performing arts programming, and STEM exposure opportunities. Additionally, this position is responsible for supervision of staff, program coordination and contract compliance. The Manager of K-8 Initiatives is also responsible for overseeing the Manager is responsible for overseeing the summer Work Ready program for Middle school-age students. This program is a summer STEAM experience for students from Congreso’s afterschool programming as well as clients from the community to expose them to the work force and STEAM career opportunities. The Manager of K-8 Initiatives currently supervises the following positions: Congreso at Julia de Burgos Site Coordinador-PHMC Congreso at Julia de Burgos Site Coordinador-21C Congreso at Pan American Coordinator- PHMC Congreso at Pan American Coordinator-21C Congreso at Roberto Clemente Site Coordinator. This position reports to the Director of K-8 Initiatives. This is an ONSITE position. The K-8 Program Manager applies the principles of the organization’s signature service delivery approach, Primary Client Model (PCM™), by promoting a positive employee/client-focused experience that is appreciative of the unique strengths, values and needs that each individual brings; and by using data to inform and drive decision making. Requirements

  • Basic understanding of Congreso’s mission, values, DEI&B vision, Mission2Impact, Primary Client Model, programs, and services.
  • Demonstrates knowledge and understanding of the community needs and demographics.
  • Ability to understand, acknowledge, and assess client needs to provide a timely, trauma informed approach in service.
  • Ensures the appropriate handling of sensitive information and understanding for issues such as confidentiality, domestic abuse, child abuse, and mandated reporter requirements.
  • Adheres to all Congreso, departmental, programmatic, and security policies, procedures, and guidelines.
  • Attends all Congreso trainings and in-services as required, including relevant professional groups to maintain professional, requisite knowledge and licensure.
  • Attends, participates, and facilitates relevant staff meetings to promote communication and execution of goals.
  • Ability to effectively use standard office equipment, including a variety of common software programs such as Office365, UNIDAD, and other customized databases.
  • Follows through on assignments, works in a timely manner, within established deadlines, and completes special projects specific to the function of the department, as needed or as directed by supervisor.
  • Demonstrates ability to work independently and collaboratively with diverse groups, in a compassionate, courteous, and respectful manner that fosters an inclusive environment.
  • Strong written and verbal communication skills including effective and respectful communication with individuals and groups.
  • Bachelor’s degree in social work, education, or related required.
  • Two (2) years of experience in staff supervision, program management or equivalent experience, and service delivery in an urban community setting required.
  • Experience working with opportunity youth ages 12-24 required.
  • Mandated Reporter training certificate required and may be completed post hire.

Nice To Haves

  • 2-3 years of contract management experience a plus.
  • Knowledge of the Eastern North Philadelphia community and resources within the community and in the city at large a plus.
  • Bilingual (Spanish/English) written and verbal skills a plus.

Responsibilities

  • Represents Congreso’s mission, values, and commitment to diversity, equity, inclusion, and belonging and will be an ambassador of our work.
  • Ensures the development, implementation, and evaluation of K-8th after school programming and STEAM Summer Work Ready programming.
  • Supervises and offers program development support to Site Coordinators.
  • Supports Site Coordinators and other relevant staff with outreach, recruitment, and enrollment activities to ensure programs are meeting monthly attendance outcomes.
  • Collaborates with school administration including teachers, counselors, and principals to ensure student success.
  • Ensures that client data is collected and recorded accurately and in a timely manner.
  • Monitors program outcomes through Congreso’s internal database, UNIDAD as well as Vital Signs reports.
  • Establishes collaborative relationships with community-based organizations, institutions of higher education and other public/private Latino and non-Latino agencies serving the surrounding community.
  • Performs regular audits on participant records/charts/documentation to assure that they are maintained in accordance with funder requirements.
  • Assists in the preparation of proposals for continuation grants and new funding opportunities, as they relate to youth development programming.
  • Attends relevant trainings including funder meetings and professional development training opportunities.
  • Collaborates with K-8th Initiatives Director for strategic planning and program development.
  • Supports Director with budgeting program funds within budget limitations and in accordance with fiscal operations policies.
  • Collaborates with teams to develop and implement program enhancements to improve programming.
  • Oversees the Group facilitator hiring process: Provide support to Coordinators with interviewing, hiring, and managing employees.
  • Oversees and implements contracts within department/programs and ensures contract compliance as well as quality of programs and services within the program.
