About The Position

This position involves providing direct supervision of assigned floor staff, control booth operators, and residents of both ARAVC and LIFE Programs, while also managing the facilities. The role requires enforcing program policies and procedures to ensure the security, safety, and welfare of residents. Responsibilities include recording and reporting maintenance discrepancies, implementing program plans for visitation, housekeeping, and fire safety, and ensuring the proper distribution of uniforms. The position also entails overseeing residents' daily activities, maintaining safety and order, and ensuring accountability for residents and equipment in a safe, clean, and secure environment. Knowledge of specific software and devices for monitoring and documentation is necessary. The role involves implementing treatment plans, corrective disciplinary strategies, and effective intervention programs, ensuring residents understand their responsibilities and appropriate behaviors. Facilitating cognitive skill groups, teamwork activities, and implementing disciplinary sanctions and TBRI interventions are key. The position requires observing and documenting resident behavior, providing individual and crisis coping techniques, and monitoring security and fire alarm systems. Transporting residents off-site, maintaining communication with staff for continuity of care, and participating in committees and special projects are also part of the duties. The role may involve assisting in incident investigations and interviewing applicants. Effective use of verbal de-escalation techniques and proper application of physical restraints (Handle With Care) are essential in specific situations. Adherence to professional conduct, ethical behavior, and compliance with PREA, TJJD, and Cameron County policies and procedures, including zero tolerance for sexual abuse and harassment, is mandatory. Cooperation with ANE investigations and maintaining an effective safety program are also required. The position demands being a role model and attending required staff meetings and trainings. Employment is contingent upon funding availability, and the employer operates on an at-will basis.

Requirements

  • High School Diploma or Graduate Equivalency Diploma (GED) is required.
  • Must be over twenty-one (21) years of age (for state certification requirements).
  • Current Texas Driver's License
  • Must have current automobile insurance.
  • Ability to communicate effectively (reading, writing, and understanding) in English is required.
  • Able to submit to a drug urinalysis pre-screening exam and pass a criminal background check.
  • If the candidate for employment does have a criminal record, it must be cleared through the requirements as set forth by the Texas Juvenile Justice Department.

Nice To Haves

  • Some college education in related field
  • Two (2) years experience in direct juvenile care is preferred.
  • Prior military experience is preferred, but not required.

Responsibilities

  • Provide direct supervision of assigned floor staff, control booth operators (CBOs), residents of both ARAVC and LIFE Programs and manages the facilities.
  • Enforces the ARAVC and LIFE Programs and ensures the security, safety and welfare of the residents.
  • Enforces the policy and procedures for all, operational aspects, of the Programs.
  • Record and reports all maintenance discrepancies, shortfalls.
  • Implements all program plans for Visitation, Telephone calls, housekeeping, fire safety, etc... to include the proper distribution of the uniform.
  • Provide direct supervision of all resident's daily activities and maintain safety and order of all residents.
  • Maintain accountability of all residents and equipment and ensures that the environment is safe, clean, and secure.
  • Knowledge of access to the Guardian RDIF website/program and use of Spartan hand-held device.
  • Monitor and ensure staff compliance while using the Spartan hand-held device while conducting observation checks in the LIFE or Detention rooms.
  • Monitor and ensure staff compliance while documenting paper observation logs when in the bays.
  • Implements available treatment plans, corrective disciplinary strategies and effective treatment intervention programs.
  • Ensures that residents are aware of and understand their responsibilities and appropriate behaviors.
  • Facilitate cognitive skill groups and teamwork activities.
  • Implement appropriate disciplinary sanctions and effective TBRI interventions.
  • Observe and document resident's behavior.
  • Provide individual and crisis coping techniques.
  • Monitor security and fire alarm systems, including closed circuit monitors.
  • Transport residents to off-site locations as required.
  • Maintain communication with other staff to ensure continuity of care.
  • Provide oversight and participate in committees and special projects.
  • May assist in investigating incidents involving residents.
  • May assist in interviewing applicants and selection recommendations for new hires.
  • Use Verbal De-escalation techniques to maintain control of situations
  • Properly apply a physical restraint as instructed by Handle With Care, when a resident is physically harming themselves, others, serious property damage or attempting to escape.
  • Adhere, maintain, and comply with professional conduct and ethical behavior consistent with the standards and policies and procedures expected by the Prison Rape Elimination Act (PREA), TJJD, Cameron County, and Cameron County Juvenile Justice Department (CCJJD) at all time, both on duty and off duty.
  • Adhere and comply with all PREA standards and will follow zero tolerance towards all forms of sexual abuse and sexual harassment.
  • Adhere and comply with all TJJD standards to include Abuse, Neglect, and Exploitation (ANE) standards and cooperate with all ANE investigations.
  • Adhere and comply CCJJD's and Cameron County's policies and procedures and know how to keep abreast of any changes to said policies and procedures, including maintaining an effective safety program as established by Cameron County.
  • Abide by all federal, state, and local laws; the nature of our profession requires being a good role model and setting a good example at all times.
  • Attend staff meetings and trainings as required.
  • Perform any and all other duties as assigned by the Chief Juvenile Probation Officer and/or designee to include reassignment which is in the best interest of the department.
