About The Position

Douglas County Juvenile Department is seeking a full-time Juvenile Program Manager I. This position offers a competitive full-family benefit package, PERS/OPSRP retirement, and deferred compensation retirement savings. Onsite childcare is available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only), subject to waitlist availability. The position assumes responsibility for staff supervision, juvenile safety and security, and monitoring the statutory requirements of Juvenile Detention Facilities, including detention and/or residential services.

Requirements

  • Bachelor’s degree in social services, psychology, management, or a related field (preferred)
  • 5 years of experience working with youth in a detention or residential facility, including two years of supervisory or program management experience (preferred)
  • Valid Oregon driver's license at time of appointment
  • Regular and consistent attendance
  • Ability to work at a juvenile detention or shelter facility and participate in work and recreational activities with clients
  • Ability to apprehend and restrain hostile youth when necessary
  • Ability to set work priorities and train, direct, motivate, and evaluate assigned staff
  • Ability to apply judgment and discretion in resolving problems
  • Ability to communicate effectively, both orally and in writing
  • Ability to make effective public presentations on technical, complex, and controversial information
  • Ability to establish and maintain accurate records of assigned activities and operations
  • Knowledge of youth detention facilities management and/or adolescent residential treatment programming
  • Knowledge of social services theory, intervention practices, adolescent development, law interpretation, court proceedings, and case management
  • Knowledge of juvenile behavioral problems and methods of treatment (conflict resolution, anger management, substance abuse disorder, physical/emotional/sexual abuse)
  • Knowledge of laws, rules, and regulations related to juveniles, juvenile court, and juvenile residential facilities
  • Understanding of practices, principles, and techniques of public administration and governmental organizational structures
  • Skills in modern supervisory and management principles and practices
  • Skills in data collection and analysis
  • Skills in research methodologies
  • Skills in interpretation of federal, state, and local rules, regulations, codes, and ordinances related to the facility
  • Finalist may be required to pass a criminal history background check
  • Employment is contingent upon a pre-employment drug screen

Responsibilities

  • Coordinates, schedules, and oversees all activities within the area of assignment to ensure efficient work performance according to guidelines, procedures, and regulations.
  • Prioritizes and coordinates work with other departments, staff, and contractors for timely project completion.
  • Selects, supervises, and evaluates assigned staff, conducting performance evaluations and initiating disciplinary actions as needed.
  • Resolves grievances and other sensitive personnel matters.
  • Maintains fiscal records and monitors expenditures and fund distribution to ensure compliance with approved limits and budget line-items.
  • Recommends and implements policies, procedures, guidelines, and standards for efficient and effective operation and maintenance of the assigned program, ensuring compliance with legal requirements.
  • Manages ongoing comprehensive needs assessments, audits, program evaluations, and special studies to ensure program compliance with legal requirements.
  • Manages and participates in the coordination of program planning, development, and service delivery strategies with local agencies, other county departments, private organizations, schools, citizen groups, community coalitions, advisory boards, and committees.
  • Supervises the administration of service contracts, including authorizing payments, monitoring compliance, and implementing corrective actions.
  • Stays current on legislation, legal requirements, and ordinances affecting the assigned facility and advises staff or administration of procedural changes.
  • Serves as a key liaison for the facility, directing the resolution of inquiries, problems, complaints, or emergencies.
  • Responds to sensitive or complex inquiries or service complaints.
  • Evaluates program effectiveness and recommends improvements to services, equipment, and operational systems.
  • Researches, analyzes, and assesses emerging developments to enhance and expand existing programs and services.
  • Develops and recommends new programs and modifications to improve existing ones.
  • Develops and maintains a record-keeping system for proper evaluation, control, and documentation of assigned operations, potentially including client and data tracking, and management information systems.
  • Complies with county and departmental policies and procedures while fostering positive working relationships.
  • Participates in required training, maintains dependable attendance, and works irregular hours as needed.
