About The Position

This position is responsible for adhering to agency and facility policies and procedures, maintaining a safe and secure environment for youth, themselves, and other staff. The role involves making daily routine inspections of the detention facility, supervising and instructing workers in the care and custody of youth, and ensuring adequate safeguards are maintained for detained youth. The position also performs administrative functions relative to a supervisory role, including staff orientation and training, managing leave and attendance, preparing evaluations and reports, maintaining key control, initiating disciplinary actions, and preparing/reviewing confinement reports. The supervisor assures adherence to DJJ and facility policies, good management and leadership practices, and schedule compliance. They also perform special details and projects, ensure compliance with standards and proper client releases, assist personnel with youth behavior and personal problems, evaluate youth, and participate in progress reports. The role acts as a facility representative, interprets policies in the absence of higher management, makes daily staff assignments, participates in briefings, monitors data entries, completes paperwork accurately and legibly, and ensures proper completion and equitable application of staff overtime rosters. The position follows state regulations and bargaining unit contracts, maintains a valid driver's license, and ensures proper care and accounting of youth clothing. They coordinate, direct, and monitor daily workloads, maintain effective supervision of youth and staff, and communicate properly with fellow supervisory staff regarding leave to ensure adequate coverage. The role requires successful completion of training for dispensing medications and ensuring sick call lists and medical problems are addressed. This position works a non-traditional schedule and may be required to work various shifts. It also involves attending required meetings and training, including CPR, AED, and First Aid in emergencies. The supervisor ensures timely reporting of CCC incidents, completes documentation, assists with internal investigations, and reviews daily facility reports and logs for timeliness and accuracy. Compliance with the Prompt Payment Compliance Law is also required.

Requirements

  • Knowledge of the Department of Juvenile Justice Detention Services Manual, Federal and State rules and regulations, and DJJ and facility policies and procedures.
  • Ability to supervise staff and youth.
  • Ability to physically handle and interact with violent youth.
  • Ability to work overtime hours in order to ensure staff coverage and maintain security.
  • Must be at least 19 years of age.
  • Must be a high school graduate or its equivalent as determined by the department.
  • Must not have been convicted of any felony or a misdemeanor involving perjury or false statement or have received a dishonorable discharge from any of the Armed Forces of the United States.
  • Must not have pleaded guilty or no lo contendere to or been found guilty of any felony or a misdemeanor involving perjury or false statement after September 30, 1999, notwithstanding suspension of sentence or withholding of adjudication.
  • Must execute and submit to the department an affidavit-of-application form, adopted by the department, attesting to his or her compliance with the requirements.
  • Must abide by all provisions of s. 985.644 (1), regarding fingerprinting and background investigations and other screening requirements for personnel.

  • Successful candidate must be certified in accordance with State of Florida Department of Juvenile Justice direct care training policy or obtain such certification within 180 days of employment.

Responsibilities

  • Performs administrative functions relative to a supervisory position, including orientation and the training of staff, managing leave & attendance, preparing evaluations, special behavior reports, floor logs, and youth folders, maintaining key control, initiating and executing disciplinary actions in accordance with approved policies and procedures, and preparing and reviewing confinement reports.
  • Assures the Department of Juvenile Justice (DJJ) and facility policies are adhered to.
  • Assures good management and leadership practices are maintained within the facility.
  • Assures schedules are followed.
  • Performs special details as required or special projects.
  • Assures the proper standards are complied with and that releases of clients are accomplished in accordance with applicable policies and procedures and court orders.
  • Assists detention personnel in handling youth with behavior and personal problems, evaluates youth and participates in the preparation of progress reports.
  • Acts as a representative for the facility in dealing with the general public and interprets facility policies and procedures in the absence of the Assistant Superintendent and Superintendent.
  • Makes daily assignment of staff to ensure adequate staffing.
  • Participates in daily briefing in the facility including providing status reports of the youth and individual units and making key assignments.
  • Takes leadership role in actively monitoring all data entries in the Master Control and the Admissions/Release Office.
  • Completes required paperwork within assigned times accurately and legibly.
  • Ensures that staff overtime rosters are properly completed in a timely manner and that all the overtime is fairly and equitably applied.
  • Follows all the state regulations and ensures that the relevant bargaining unit’s master contract is followed in the dealing with subordinate staff.
  • Maintains a valid Driver License and reports any change to his/her supervisor within 72 hours.
  • Ensures that all facility youth clothing is properly cared for, stored, and accounted for.
  • Ensures that all youth have clean socks and underwear on a daily basis.
  • Strictly accountable for assigning staff to search youth at admission and properly receives and accounts for the paperwork.
  • Ensures proper use of the washing machines by staff.
  • Coordinates, directs and monitors daily workload for the facility, staff and youth.
  • Maintains effective supervision of youth and staff throughout all areas of the facility, ensuring safety and security.
  • Properly and promptly communicates with fellow supervisory staff on the granting of any type of leave to subordinate staff to ensure that all the shift supervisors on a shift are aware of the daily staffing patterns.
  • Ensures coverage is made for any staff that is granted leave.
  • Successfully completes training requirements to maintain proficiency on the proper methods for dispensing medications to the youth.
  • Properly dispenses medications according to accepted practices.
  • Responsible for ensuring sick call list and any unusual medical problems are brought to the attention of the facility nurse.
  • Attends required meetings.
  • Attends and successfully completes all training required by DJJ’s Direct Care Training Policy and other training as assigned and required.
  • In case of an emergency, will use the Cardio Pulmonary Resuscitation (CPR), Automatic External Defibrillator (AED), and First Aid techniques and procedures taught during certification training.
  • Ensures that all Central Communication Center (CCC) reportable incidents are reported on a timely basis.
  • Completes all documentation and keeps administration informed of any issues.
  • Assists the Assistant Superintendent with internal investigations as needed.
  • Reviews all daily facility reports and logs completed by staff each working day for timeliness and accuracy.
  • Ensures that he/she and subordinate staff use and review all relevant JJIS and DFMS reports.
  • Complies with the requirements set forth in Section 215.422, Florida Statutes, Prompt Payment Compliance Law.
  • Performs other related duties as required.
