About The Position

This position is responsible for adhering to agency and facility policies and procedures, maintaining a safe and secure environment for youth, staff, and themselves. The role involves making daily routine inspections of the detention facility, supervising and instructing workers in the care and custody of youth, and ensuring adequate safeguards are maintained for detained youth. The position also performs administrative functions such as staff orientation and training, managing leave and attendance, preparing evaluations and reports, maintaining key control, initiating disciplinary actions, and preparing/reviewing confinement reports. The role assures adherence to Department of Juvenile Justice (DJJ) and facility policies, good management and leadership practices, and schedule compliance. It also involves performing special details or projects, ensuring proper standards are met for client releases, assisting personnel with youth behavior and personal problems, evaluating youth, and participating in progress reports. The supervisor acts as a facility representative, interprets policies in the absence of higher management, makes daily staff assignments, participates in daily briefings, and takes a leadership role in monitoring data entries. The position requires accurate and timely completion of paperwork, ensuring proper completion and equitable application of staff overtime rosters, and adherence to state regulations and bargaining unit contracts. A valid Driver License is required, with specific reporting and usage stipulations. The role ensures proper care, storage, and accounting of youth clothing, daily provision of clean socks and underwear, and proper searching of youth at admission. It coordinates and monitors daily workloads, maintains effective supervision of youth and staff, and ensures safety and security. Prompt communication with fellow supervisory staff regarding staff leave is crucial to ensure adequate coverage. The position requires successful completion of training for medication dispensing and ensuring medical issues are brought to the attention of the facility nurse. This role works a non-traditional schedule, may be required to work various shifts, and attends required meetings and training, including CPR, AED, and First Aid. The supervisor ensures timely reporting of Central Communication Center (CCC) incidents, completes documentation, keeps administration informed, and assists with internal investigations. Review of daily facility reports and logs, and use of JJIS and DFMS reports are also required. Compliance with the Prompt Payment Compliance Law is mandatory. Other related duties as required.

Requirements

  • Knowledge of the Department of Juvenile Justice Detention Services Manual, Federal and State rules and regulations, and DJJ and facility policies and procedures.
  • Ability to supervise staff and youth.
  • Ability to physically handle and interact with violent youth.
  • Ability to work overtime hours in order to ensure staff coverage and maintain security.
  • Be at least 19 years of age.
  • Be a high school graduate or its equivalent as determined by the department.
  • Not have been convicted of any felony or a misdemeanor involving perjury or false statement or have received a dishonorable discharge from any of the Armed Forces of the United States.
  • Any person, who after September 30, 1999, pleads guilty or no lo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication.
  • Notwithstanding this subparagraph, any person who plead no lo contendere to a misdemeanor involving a false statement before October 1, 1999, and who has had such record of that plea sealed or expunged is not ineligible for employment for that reason.
  • Abide by all provisions of s. 985.644 (1), regarding fingerprinting and background investigations and other screening requirements for personnel.
  • Execute and submit to the department an affidavit-of-application form, adopted by the department, attesting to his or her compliance with sub paragraphs 1-4.
  • The affidavit must be executed under oath and constitutes an official statement under s. 837.06.
  • The affidavit must include conspicuous language that the intentional false execution of the affidavit constitutes a misdemeanor of the second degree.
  • The employing agency shall retain the affidavit.
  • A valid driver’s license is required.
  • If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire.
  • Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable.
  • Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
  • Positions that include the transportation of youth while performing any work or work-related functions on behalf of DJJ, require: (1) a valid driver’s license; and (2) a three-year acceptable driving record as defined in FDJJ Policy 1920.
  • Successful candidate must be certified in accordance with State of Florida Department of Juvenile Justice direct care training policy or obtain such certification within 180 days of employment.

  • Assuring the proper standards are complied with and that releases of clients are accomplished in accordance with applicable policies and procedures and court orders.

  • Evaluating youth and participating in the preparation of progress reports.
  • Acting as a representative for the facility in dealing with the general public and interpreting facility policies and procedures in the absence of the Assistant Superintendent and Superintendent.
  • Making daily assignment of staff to ensure adequate staffing.
  • Participating in daily briefing in the facility including providing status reports of the youth and individual units and making key assignments.
  • Taking leadership role in actively monitoring all data entries in the Master Control and the Admissions/Release Office.
  • Completing required paperwork within assigned times accurately and legibly.
  • Ensuring that staff overtime rosters are properly completed in a timely manner and that all the overtime is fairly and equitably applied.
  • Following all the state regulations and ensuring that the relevant bargaining unit’s master contract is followed in the dealing with subordinate staff.
  • Maintaining a valid Driver License and reporting any change to his/her supervisor within 72 hours.
  • Ensuring that all facility youth clothing is properly cared for, stored, and accounted for.
  • Ensuring that all youth have clean socks and underwear on a daily basis.
  • Assigning staff to search youth at admission and properly receives and accounts for the paperwork.
  • Ensuring proper use of the washing machines by staff.
  • Coordinating, directing and monitoring daily workload for the facility, staff and youth.
  • Maintaining effective supervision of youth and staff throughout all areas of the facility, ensuring safety and security.
  • Properly and promptly communicating with fellow supervisory staff on the granting of any type of leave to subordinate staff to ensure that all the shift supervisors on a shift are aware of the daily staffing patterns.
  • Ensuring coverage is made for any staff that is granted leave.
  • Successfully completing training requirements to maintain proficiency on the proper methods for dispensing medications to the youth.
  • Properly dispensing medications according to accepted practices.
  • Ensuring sick call list and any unusual medical problems are brought to the attention of the facility nurse.
  • Attending required meetings.
  • Attending and successfully completing all training required by DJJ’s Direct Care Training Policy and other training as assigned and required.
  • Using Cardio Pulmonary Resuscitation (CPR), Automatic External Defibrillator (AED), and First Aid techniques and procedures in case of an emergency.
  • Ensuring that all Central Communication Center (CCC) reportable incidents are reported on a timely basis.
  • Completing all documentation and keeping administration informed of any issues.
  • Assisting the Assistant Superintendent with internal investigations as needed.
  • Reviewing all daily facility reports and logs completed by staff each working day for timeliness and accuracy.
  • Ensuring that he/she and subordinate staff use and review all relevant JJIS and DFMS reports.
  • Complying with the requirements set forth in Section 215.422, Florida Statutes, Prompt Payment Compliance Law.
  • Performing other related duties as required.
