About The Position

This is a full-time, temporary position for a Juvenile Counselor IV, SR-22, located in Honolulu, Oahu. The position is not to exceed June 30, 2027, with possible extensions on a year-to-year basis. The role involves supervising and participating in therapeutic counseling and rehabilitative services for juveniles in a non-secured shelter facility. Responsibilities include investigating, evaluating, and assessing juvenile problems, developing and implementing treatment plans, authorizing shelter, making referrals to community resources, and directing and evaluating subordinate staff.

Requirements

  • Bachelor's degree from an accredited college or university with a minimum of 12 semester credit hours in a social science
  • Two and one half (2½) years of progressively responsible professional experience involving counseling to individuals and/or their families which demonstrated the application of the knowledge of the behavioral and social sciences
  • Supervisory aptitude
  • Possess a valid and unexpired driver's license to operate a motor vehicle
  • Must be willing and able to work weekends, nights, holidays, and rotating shifts; and work outside of normally scheduled work hours
  • Must not have engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution
  • Must not have been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse
  • Must not have been civilly or administratively adjudicated to have engaged in the activity described above
  • Must not have been the subject of substantiated allegations of sexual abuse or sexual harassment, or resigned during a pending investigation of alleged sexual abuse or sexual harassment

Nice To Haves

  • Excess work experience as described under Specialized Experience below, or any other responsible administrative, professional or analytical work experience which provided knowledge and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a bachelor’s degree may be substituted on a year-for-year basis.
  • Successful completion of one (1) year of graduate study in an accredited school of social work; or major in counseling, psychology, sociology, criminal justice administration or educational psychology from an accredited college or university may be substituted for one-half (½) year of specialized experience.
  • Successful completion of two (2) years of graduate study in an accredited school of social work; or major in counseling, psychology, sociology, criminal justice administration or educational psychology from an accredited college or university may be substituted for one (1) year of specialized experience.
  • Master’s degree in Social Work from an accredited school of social work; or Master’s degree in counseling, psychology, sociology, criminal justice administration or educational psychology from an accredited college or university may be substituted for one and one-half (1½) years of specialized experience.
  • Ph.D. in Social Work from an accredited school of social work; or Ph.D. in counseling, psychology, sociology, criminal justice administration or educational psychology from an accredited college or university may be substituted for two and one-half (2½) years of specialized experience.

Responsibilities

  • Supervises and participates in the therapeutic counseling and allied rehabilitative services for juveniles requiring temporary shelter in a non-secured facility
  • Supervises and participates in the investigation, evaluation and assessment of juvenile’s problems and recommends, develops and implements appropriate treatment/rehabilitation
  • Authorizes shelter for juveniles
  • Makes referrals to community resources and agencies for services
  • Provides direction to subordinates concerning the handling of cases
  • Assigns and evaluates work performance of subordinates
  • Performs other duties as required
