About The Position

Positions in this job family are assigned responsibilities involving planning, organizing and supervising investigations, inspections and assessments of state and privately operated children’s programs, institutions and facilities and child related operations of all state agencies or the planning, development and implementation of statewide children’s services plans recommended by the Oklahoma Commission on Children and Youth. This includes multi-faceted assessments of children’s institutions and facilities, investigations of complex systemic complaints against the children and youth services system, leadership and advocacy for children and family services, and working with local and regional children’s planning boards in developing plans to provide for children’s and family services. This is the specialist level of this job family where employees are assigned advanced level responsibilities. In this role they will be responsible for performing highly independent work and will be given a great deal of latitude in making decisions regarding findings and community challenges. They may also be assigned responsibilities for serving as a team leader or other comparable duties on a limited basis.

Requirements

  • Master's degree in social work, a social or behavioral science, planning, public administration or a related field or a juris doctorate
  • Five years of professional experience in child welfare, juvenile justice, guidance and counseling, education, law or in the planning for social services or programs delivering social or rehabilitative services to children and their families
  • An equivalent combination of education and experience (Note: No substitution will be allowed below the level of a bachelor’s degree)
  • Knowledge of Oklahoma’s children’s court system
  • Excellent verbal and written communication skills
  • Planning and organizing of multiple on-going program related activities
  • Working knowledge of Excel spreadsheets
  • Ability to publicly speak and prepare presentations for recruitment, training and program updates to stakeholders
  • Possess cultural humility and a willingness to continually learn
  • Willingness to perform all job-related travel normally associated with the position
  • Experience must be in the craft designated by the hiring agency

Responsibilities

  • Serve as the agency staff overseeing the activities of Oklahoma Administrative Code (OAC) Title 135, Chapter 10 ensuring agency responsibilities are fulfilled
  • Coordinate meetings and activities of the Juvenile Competency Evaluation Professional Committee (Professional Committee) in accordance with OAC 135:10-26-4.
  • Communicate with judges and parties in district court juvenile justice proceedings regarding juvenile competency matters
  • Engage in recruitment strategies to identify prospective credentialed forensic evaluators
  • Coordinate training events, in coordination with the Professional Committee members and others, of prospective evaluators
  • Manage the credentialing process of the Professional Committee and prospective evaluators
  • Communicate with the Administrative Office of the Courts and others as needed to carry out agency responsibilities of 10A O.S. § 2-2-401.4
  • Serve as the agency contract monitor for credentialed forensic juvenile competency evaluators
  • Communicate with prospective vendors and collect necessary information
  • Work with OCCY Business Manager to ensure contracts, purchase requests and purchase orders are in place annually
  • Review monthly invoices for accuracy and submit to OCCY Business Manager for payment
  • Coordinate with OCCY Business Manager to ensure new contracts or renewals are in place prior to July 1 of each year
  • Receive court orders from Oklahoma District Courts and ensure assignment of each competency evaluation is directed to an evaluator
  • Communicate with involved parties to collect contact information needed by the evaluator
  • Enter data following the completion of each evaluation into an agency data system
  • Analyze trends in the data and prepare reports and presentations for various groups
  • Work with other stakeholders to address/improve matters relating to juvenile competency in the state
  • Prepare an annual report regarding the activities of juvenile competency in Oklahoma
  • Carry out other duties as assigned by the supervisor or OCCY administration
