About The Position

The Construction Engineer (Utilities and Cooling Towers) is a junior role within the LNG Canada Phase 2 Construction Team, reporting to the Construction Lead (Utilities and Cooling Towers). This role is ideal for newly accredited professional engineers and involves supporting the successful execution of the Phase 2 Expansion Project. The Construction Engineer will provide technical supervision and support to ensure construction works in the Utilities and Cooling Towers area are executed according to plan, design specifications, and regulatory requirements, managing complex interfaces and daily coordination with the EPC Contractor. The position requires a proactive, hands-on approach to issue resolution and continuous support to the owner’s team, with close collaboration with the EPC contractor and internal stakeholders being critical for risk minimization and project performance. This is an excellent opportunity for an early-career professional engineer to develop construction engineering competencies while contributing to a major Canadian project.

Requirements

  • Bachelor of Engineering in Civil, Mechanical, Structural Engineering or similar/equivalent.
  • Registration or eligible for registration with the Engineers and Geoscientist of British of Columbia (EGBC) is ideal.
  • 5 years of experience within the field of engineering, preferably in a construction projects environment.
  • Proven passion for and leadership in HSSE and Quality management.
  • Contractor management experience with EPC contracts.
  • Excellent communication and relationship skills.
  • Strong attention to detail to ensure full compliance with LNG Canada specifications.
  • Ability to step into tension and work to find solutions with stakeholders.
  • Be legally entitled to work in Canada (i.e., by way of Canadian citizenship, permanent residency, or valid work permit).
  • Willing to comply with LNGC’s drug-free and harassment-free work environment and comply with all safety policies and procedures.
  • Undergo a pre-placement medical assessment of your fitness for duty, and Pre-Site Access testing for alcohol and specified drugs.
  • Work a 50hrs per week, 5 and 2 schedule, and are willing to work nights, weekends, holidays and be on-call to respond to issues related to this role.
  • Possess a valid driver's license.
  • Are willing to work outdoors in all seasons during inclement weather.

Nice To Haves

  • Previous experience on LNG plants or projects, in particular Phase 1 in Kitimat, will be considered an asset but not required.

Responsibilities

  • Demonstrate commitment to HSSE, setting the example for the EPC Contractor to achieve the Goal Zero ambition.
  • Contribute to the HSSE performance of the EPC Contractor and Sub-Contractors within the Utilities and Cooling Towers area through day-to-day engagement in the field.
  • Positively and constructively intervene when any potentially unsafe act is observed.
  • Prevent incidents through validation of implementation of planned HSE controls by EPC Contractor and subcontractors before the activity starts.
  • Drive to understand root causes of unsafe behaviours, situations and incidents through analysis and driving EPC Contractor to overcome these root causes with subcontractors.
  • Support a learning culture within LNGC to continuously improve HSSE performance.
  • Actively support the HSSE in transition from Early Works to Main Construction and then into Commissioning.
  • Be a visible leader and a consistent advocate for the Behavioral Based Safety and Care for People site programs.
  • Demonstrate commitment to quality within the Utilities and Cooling Towers area.
  • Foster a culture of ‘right first time’ and drive towards top quartile quality management.
  • Verify that construction proceeds in accordance with approved design and specifications, and promptly flag instances where gaps are observed.
  • Prevent defects through driving and validating robust planning and preparation of the construction works and the associated pre-requisites to deliver first time right, are effectively implemented by EPC Contractor and subs before the activity starts.
  • Drive to understand root causes of poor workmanship and share information on observed trends with rest of Owner’s team.
  • Conduct spot checks to ensure effective closure of punch items during completions phase by verifying that required work has been implemented for closed punch items.
  • Champion Flawless Project Delivery, supporting effective transition from Construction / Pre-Com to Commissioning.
  • Support the Construction Lead to oversee delivery of construction activities within the Utilities and Cooling Towers area.
  • Review construction progress of key activities and evaluate plan vs actual progress.
  • Ensure construction activities are executed in accordance with plans, procedures, and quality standards.
  • Contribute to supervising critical construction activities to ensure safe, efficient, and high-quality execution.
  • Pro-actively identify EPC contractor bottlenecks affecting productivity or sequencing and propose solutions.
  • Proactively identify constructability improvements and share with rest of owner’s team and the EPC contractor for potential implementation.
  • Support resolution of technical queries, field changes, and design deviations during construction.
  • Observe work in the field to display deep understanding of actual progress and causes of any gaps vs plan.
  • Proactively identify weak leading indicators with respect to progress, including poor interface management, productivity, and labor shortages.
  • Review and understand Advanced Work Packaging (AWP) and Work Face Planning reports and metrics to ensure timely engineering and procurement delivery to the Site, as well as a healthy backlog of work by area and subcontractor.
  • Monitor key milestones to ensure construction follows the correct sequence and encourage the Contractor to avoid out-of-sequence work and ensure work construction completion to facilitate efficient completion of CSU scheduled activities.
  • Have a good understanding of key construction risks (including personal ownership of specific risks/actions) and ensure mitigations are managed appropriately, identifying and escalating issues.
  • Contribute to keep the risk register & mitigation actions related to Utilities and Cooling Towers area up-to-date.
  • Conduct regular risk reviews.
  • Develop strong Client/ Contractor relationship with the EPC Contractor and Subcontractors including Cooling Tower Subcontractor.
  • Actively contribute to the integration of OSBL Area Delivery Team and ISBL Area Delivery Team, Construction SME Team.
  • Actively contribute to the integration between Construction and HSSE Team, Engineering Team, Quality Team, Logistics/Material Team, Commissioning, Asset.
  • Support the transition to Mechanical Completion and Commissioning by attending Mechanical Completion walkdowns when needed and ensuring timely closure of punch list items.
  • Support / participate with Operations Readiness & Assurance in development of commissioning and S/U procedures / processes for a successful start-up and on-stream production.
